This position is located at the John J. Pershing VA Medical Center, Community Care Service Line at Poplar Bluff, MO. The purpose of the position is to assess the productivity, effectiveness and efficiency of the medical facility health care program activities and operations in support of Care in the Community.

Serves as the Program Specialist to the Chief Nurse, Community Care. The primary function of the PS is to provide assistance to the Chief Nurse in leading, organizing developing, executing and controlling the delivery and coordination of patient care services. Oversees and facilitates the administrative management for the Community Care Service Line. Independently develops, plans, issues, and implements procedures to comply with directives concerning administrative matters. Duties include but are not limited to: Reviews and evaluates guidance on various functions and procedures, identifies problem areas, and implements or recommends actions to improve procedures and increase efficiency, eliminate problems and conform to policy requirements. Participates in regular meetings with leadership to address administrative management issues, resolve problems, and provide recommendations for correcting or improving processes and programs. Serves as the principal advisor to personnel on administrative management program issues. Compiles information and prepares administrative reports for management, briefing and sharing with work groups. Provides full staff assistance on administrative matters. Plays a key role for planning, organization development, direction, and evaluation of Community Care Services, in support of the facility, VISN and Central Office activities. The incumbent takes a leadership role in maintaining all current documents necessary to meet the requirements of external reviews for the VA. Ensures that Community Care Service Line meets accreditation standards for Joint Commission (JC). Establishes internal management control procedures to ensure adequate control in terms of deadlines, progress reports, and directives and uses own initiative in developing procedures which will increase the general flow of information and overcome bottlenecks in the administrative processes. Serves as the Community Care Service Line Representative overseeing the full range of human resources requirements for the organization. Performs the full range of personnel administration for the Service with varied functions and activities. Acts as the liaison with the human resources office concerning personnel-related matters. Provides advice and assistance to managers and staff concerning agency personnel processes and procedures. Prepares and submits requests for personnel actions, which includes recruitment, promotion, reassignment, disciplinary actions, etc. Manages referral lists, advises supervisors on their responsibilities, hiring procedures, interviewing procedures, and selection documentation requirements. Participates in the planning for budgeting needs and financial management for Community Care. Assists with budget formulation, justification, and execution; financial management; and financial reporting. Provides advice to management and program personnel on resource and finance issues. Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources. Attends budget calls, reviewing guidelines and instructions to brief managers of schedules and data requirements. Work Schedule: Monday - Friday 8am-4:30pm or 7:30am-4:00pm. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/06/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS9 position you must have served 52 weeks at the GS7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning, coordination, and execution of business functions; problem-solving; providing customer service; preparing, justifying, reporting on, and executing the budget; and administration of a full range of personnel management functions.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's degree or equivalent graduate degree in a related field OR 2 full years of progressively higher-level graduate education leading to such a degree in a related field OR LL. B or J.D in a related field.(TRANSCRIPTS REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 year of post graduate education (TRANSCRIPTS REQUIRED). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
