The position is located in the Federal Deposit Insurance Corporation (FDIC), Division of Administration (DOA), Operations and Regional Coordination Branch (ORCB), Crisis Readiness & Response Section in Washington, D.C.
Salary reflects a pay cap for this position of $275,000.
Duties
Working with FDIC Divisions and Offices, coordinate the development of the FDIC's corporate- wide crisis readiness and response planning efforts. Developing a process for identifying and prioritizing contingency planning scenarios and draft planning documents that reflect a coordinated, whole- of-agency approach. Ensuring plans are updated regularly and maintained in an accessible repository. In coordination with Corporate University and other divisions and offices, developing training to ensure that the FDIC workforce understands the content of plans and how the FDIC manages emergencies. Ensuring the development and implementation of an agency-wide test, training, and exercise program designed to test agency capabilities for responding to financial and operational crises. Documenting and disseminating lessons learned and coordinating activities to ensure corrective action.
Regularly assessing and reporting on FDIC- wide progress on plans, activities, and capabilities to key decision makers within the Corporation. Providing updates to Corporation leadership and Operating Committee as needed. Overseeing a process for ensuring plans, policies, and procedures are updated, complete, and current.
Overseeing creation and maintenance of an information management system for crisis readiness and response documentation that includes a central repository of corporate-wide plans and links to relevant Division, Office, and Regional documents.
Managing the agency's Continuity of Operations and Continuity of Government programs, including serving as the FDIC's continuity coordinator. Incumbent is responsible for ensuring compliance with all applicable program requirements, including those from the National Security Council, Office of Management and Budget, Office of Science and Technology Policy, and the Federal Emergency Management Agency. The incumbent is also responsible for development and execution of the annual Eagle Horizon continuity exercise.
Managing the agency's emergency communications program. Incumbent is responsible for ensuring that all programs, tools, and systems relating to the FDIC's emergency communications program are operational, effective, and tested. This includes the Government Emergency Telecommunications Service, Wireless Priority Service, Satellite cellular phones, Telecommunications Service Priority, classified communications systems, and the Emergency Notifications System. Ensuring executive leadership situational awareness on matters relating to preparedness or response. Incumbent regularly provides briefings to agency executives on a range of items.
Serving as the Occupant Emergency Coordinator and manage the internal agency emergency preparedness program. Incumbent is responsible for development, implementation, and communication of agency's Occupant Emergency Plan, which details agency protocols for responding to incidents and emergencies in FDIC facilities. Ensures coordination with regional offices on development of regional OEPs. Administers exercises and drills to ensure employee preparedness. Provides policy guidance and oversight for the FDIC Emergency Preparedness Program for Regional Offices and Field Offices.
Serving as the senior technical advisor to the Deputy Director, ORCB and the Deputy to the Chairman and Chief Operating Officer, the Chairman, Board of Directors, and officers of the Corporation for all matters pertaining to COVID-19, emergency preparedness, crisis readiness, planning, and response activities. Subjects discussed include technical matters of extreme complexity and sensitivity.
Exercises supervisory personnel management authority and performs the full range of performance management duties to include: planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; and, evaluating work performance and providing feedback to others on their performance. Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/ disapproves requests for leave, telework, travel, training, etc.

Qualifications
To meet the minimum qualifications, applicants must possess the following leadership and technical experiences. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others.
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, skills, and abilities that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Leadership Experience: Experience in leading projects and/or programs including planning, organizing, developing and overseeing the accomplishment of goals, managing or reviewing the work of others to include setting, and adjusting priorities, and ensuring compliance of any requirements.
Technical experience: Experience in providing strategic guidance and operational support to ensure an agency/company is prepared for and effectively responds to emergencies; oversees policy development; manages training and exercise programs; and leads continuity of operations and continuity of governance efforts across a banking, financial services company or within a federal financial regulatory agency.
