Duties
This position is located in the Supply Chain Management Service. As a Supply Chain Management (SCM) Team Member, collaborates with senior management leadership and develops supply chain management strategies in support of a VA Health Care System (VA HCS) and supported catchment area. Develops assigned supply chain metrics which identify business objectives and drive the right supply chain behaviors for planning and executing approved strategies. Provides supply chain expertise to improve supply availability with a focus on getting the right material, at the right time and right place to support the health care system.
Resolves or contributes to the resolution of assigned high-priority logistics, supply, distribution, information or service problems through personal action or immediate coordination with required local personnel/activities.
Serves as an integrator and/or facilitator for contact with supply chain management customers, ensuring Supply Chain Management Service is positioned to serve the full range of supply chain needs.
Participates in the development of supply chain management practices.
Performs logistical assessments of strategic supply support in coordination with the supported customers and alerts management of systemic problems.
Troubleshoots and resolves issues.
Develops designated supply input for fiscal year and long-range plans and programs.
Analyzes the effectiveness of logistics and vendor support services.
Researches and studies private industry as well as VA best practices to develop and apply concepts that best fit and support Supply Chain requirements.
Advises supply chain personnel and program managers of new and pending changes in supply chain management policies and procedures.
Develops logistics and supply chain management training opportunities and customer supply chain systems, programs, support offerings, supplies and services to collaborative partners and customers.
Participates in the development of education and training documentation.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/12/2024.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education s described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of supply chain logistical requirements of the health care system. Knowledge of the entire supply chain process to include integrated relationship with Product Lifecycle Management, Supply, Sales and Distribution. Knowledge of VA Logistics program goals, sequence and timing of key events and methods of evaluating accomplishments to support initiatives. Knowledge and skill in using automated supply databases for supply management determinations. Knowledge, skill and ability to plan, organize, and work with others to negotiate effectively with management to accept and implement recommendations requiring significant changes in business operations. Extensive knowledge of integrated supply management such as cataloging, packaging, requirements determination, procurement and distribution management. Skill in analytical techniques and methodologies to analyze, evaluate, and recommend program improvements. Skill in oral and written communications to prepare briefings, reports, and correspondence. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and higher level graduate education.
