The ACSCO serves as the assistant to the Facility Chief Supply Chain Officer (FCSCO)
and is assigned continuing responsibility for managing a major part of the Logistics
Service in the SCM program with the direction and opinion of this role having the same
authority given to the Service Chief.
Duties
Plan and manage all levels of supply chain activities involved in sourcing, procurement and logistics management.
Oversees, guides, manages, and integrates supply chain operations across the organization, including planning/coordination with fiscal, acquisition, clinical and administrative operations.
Conducts audits, compliance reviews, and programs effectiveness/efficiency reviews of all logistics activities
Accounts for the integration and alignment of acquisition, delivery and management of supplies, equipment and services to ensure successful delivery of patient care.
Plans/coordinates with fiscal, acquisition, clinical and administrative operations.
Standardizes business processes and ensures efficiently and appropriateness in standardization of recurring-use supplies, equipment, automating inventories of supplies and equipment.
Develops training and test evaluation programs and curriculum designed to enhance skills and abilities of subordinate staff.
Coordinate and collaborate with a variety of stakeholders; including clinicians, professional/administrative peers, suppliers, intermediaries, third-party service providers, and customers.
Develops plans and proposals for interagency projects and services.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/08/2023.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serving as a senior supply chain management leader/supervisor, responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of a logistics program. Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience with budget formulation and forecasting of expenditures. At this level, candidates should possess experience in managing a group with a variety of occupations and subordinate supervisors. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is primarily sedentary, but requires visits to warehouse and storage areas, loading docks, and other facilities.
