This position is in Health Outcomes Military Exposures (HOME) program office. The position coordinates budgeting, hiring, and staffing initiatives necessary to support the execution and monitoring of the annual HOME budget. In addition, the position actively assists the Director of Business Operations in overseeing VA's HOME programs, including the overall planning, direction, and execution of fiduciary responsibilities in carrying out these duties.
Duties
Major Duties include but are not limited to:
Uses knowledge of a wide range of principles, procedures, and methods to make recommendations on various National Program and specific purpose HOME accounts.
Assists with the oversight of funding for various National Programs and specific purpose accounts, across multiple appropriations and provides the Director and Budget Officer with information specific to budget, travel, payroll, administrative and acquisition information.
Performs a wide range of administrative, technical, and analytical duties.
Conducts organizational, procedural and policy analyses, collects or extract data from varied and disparate financial reports and databases, conducts various financial analyses and reviews, in order to effectively oversee and manage the budgetary responsibilities of the HOME program offices.
Assists with monitoring a multi-million-dollar HOME budget and acts as subject matter expert of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Prepares a variety of narrative and statistical budgetary documents,
schedules, and reports.
Provides expertise and direction related to all phases of budget formulation and timely execution of budgets.
Evaluates and conducts long-range studies to measure the effectiveness of VHA financial policies and procedures.
Briefs leadership on financial and operational matters.
