The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Richmond VA Medical Center. The primary duties of the position are to coordinate all administrative aspects of the GI/Liver Transplant program. This is a highly specialized and visible clinical program within the national VA Healthcare System, with close affiliation to the university affiliate, Virginia Commonwealth University Health System.
Duties
MAJOR DUTIES
Constructs and manages multiple database programs which track patient specific information for liver transplant patients according to policies adopted by multiple organizations such as, the Medical Center, VCUHS, Veterans Integrated Service Network (VISN) 6, VA Central Office (VACO), United Network for Organ Sharing (UNOS), LINET (information system), and Joint Commission on Accreditation of Hospital Organizations (JCAHO).
Coordinates all Quality Analysis (QA) activities.
Maintains the funding, credibility, and accreditation of the GI/Liver Transplant program by accurately and timely reporting data.
Assesses, evaluates, modifies, develops and implements new methods to meet the needs of the transplant program.
Assures maintenance of detailed records on pre and post transplants. Documents important events, test results, medication changes and other changes communicated by the referring facility in the patient's care record.
Administratively monitors test results by retrieving data results from all Veteran Affairs (VA's) and update spreadsheets. Consults with Transplant Program Director, Medical Director and Coordinators on necessary changes to spreadsheet.
Manages, compiles, and tracks data and statistical information in support of the operation of the transplant programs using multiple software programs such as UNOS On-Line Database (UNet), VA Program Database (Access), VIST A/CPRS, and TRACER (VHA Transplant Website) for the liver transplant patients.
Administratively coordinates ongoing transplant research and endeavors. Establishes and maintains liaison between patients and physicians and other professional staff.
Manages the Gi Liver Transplant Research Database. Maintains all databases for patients transplanted at the medical center.
Serves as contact person for the transplant program in dealing with referring hospitals, organizations, and teaching institutions.
Manages quality assurance reports for pre- and post- transplant patients. Participates in Inspector General (IG) inspections and UNOS site visits and audits.
Participates in the budget review and execution of the transplant outlier funds.
Tracks referrals to the transplant lodging, length of stay, processing of transportation invoices for patients, ordering equipment and supplies, and preparing reports for Department of Veteran Affairs Central Office (VACO) on expenditures.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. In addition to meeting experience or education requirements, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assessing program effectiveness, investigating and analyzing problems, developing strategies to promote success of the transplant program and provide administrative guidance for managers.

Physical Requirements: Work requires regular and recurring periods of sitting, standing and walking between different sections of the facility.
