Duties
Summary:
The Management and Program Analyst is responsible for the management of all operational
metrics pertaining to access to care, clinic utilization, workload, and continuity of care within the Mental
Health Healthcare Group (MH-HCG) at the VA Long Beach Healthcare System (VALBHS). The incumbent will be assigned to work directly with either Psychology, Psychiatry, or Nursing clinical areas and will be responsible for credentialing & privileging as well as the management and tracking of consults, workload, clinic utilization, and clinic profile management. Incumbent will work with the leads of the major sections within Mental Health to use data driven decision making to identify process improvement projects to improve access to care and quality of mental health care provided at the VALBHS.
Major Duties:
Incumbent performs regular analytical reviews of facility data. Identifies operational, clinical, and financial scenarios for analysis and recommends ways to optimize efficiency, cost management, resource utilization, and risk reduction.
Incumbent will provide expert analysis of clinical or administrative data highlighting patient care opportunities and evaluating facility performance in the areas of clinical care, patient satisfaction, access, productivity, consult management, SAIL, clinic utilization, credentialing, and provider peer review.
Provides statistical analyses in support of current metrics and development of new performance/operational measures.
Contributes to the strategic planning and administrative management of data by assessing, organizing, developing, managing, and evaluating data available in various databases.
Analyzes and interprets data to identify effectiveness of initiatives and programs within the facility to identify opportunities for improvement.
The Incumbent is responsible for all aspects of the clinic set-up and maintenance for all providers within their assigned section (Psychology, Psychiatry or Nursing).
Incumbent is responsible for maintaining all clinics for their assigned section. Mental Health clinics are very complex and require a high level of attention to detail to ensure grids are set up appropriately for workload capture. Serves as the primary POC for clinics within their assigned section of Mental Health.
Ensures grids are set up appropriately and works with the section chief of their assigned clinical area to monitor workload and clinic utilization.
The incumbent is responsible for formulating both short and long-term objectives essential for executing timely FPPE (Focus Professional Practice Evaluation) and OPPE (Ongoing Professional Practice Evaluations).
Other duties as assigned.
Work Schedule: Monday-Friday 7:30am-4:00pm

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/11/2024.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the area studied; Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; Skill in conducting detailed analyses of complex functions and work processes; and Interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education.
