Duties
The Supervisory Program Specialist serves as the first line supervisor of GS-5, GS-6 & GS-7 Administrative Program Support staff supporting the specialty programs within the Mental Health Healthcare Group (MH-HCG). The Supervisory Program Specialist assigns tasks and assignments to the administrative staff in conjunction with the MH-HCG Leadership and Service needs. The primary function of this position is to administratively manage projects and day to day administrative operations pertaining to the specialty programs within the department. The Supervisory Program Specialist will work closely with the Section Chiefs and Managers of the specialty programs to ensure all administrative aspects of the programs are supported. The position requires analytic, evaluative, and decision-making capabilities.
Duties Include:
Works closely with the Section Chiefs and Managers to provide administrative oversight and support to the specialty Mental Health programs, which includes management of the program and day-to-day operational plans, data and workload analysis, quality assurance, and process improvement.
Provides personnel management and administratively coordinates support to the specialty mental health programs.
Completes performance evaluations, proficiency documentation, coordinates trainings, reviews and interprets incoming personnel management directives and disseminates to the appropriate staff. Manages the maintenance of personnel-related records, such as performance evaluations, awards, trainings required, adverse actions, etc.
Plans and/or accomplishes special projects. Conducts extensive research and compilation of data from diverse sources. Extracts and assembles information, conducts analysis and develops reports or presentations. Provides recommendations on administrative programs or issues.
Instructs employees in assigned tasks and job techniques, conducts formal and informal on-the- job training, and answers questions on procedures, policies, and directives. Develops performance standards, evaluating work performance, identifies developmental and training needs of the employees.
Resolves complaints, administrative issues, and identifies personnel needs and is expected to be a communication facilitator, arranging meetings and in-services as necessary to ensure that information and knowledge are communicated to staff.
Assists with recruitment actions, interviews, and selections of new employees, trains new employees and instructs new employees on work and administrative matters.

Work Schedule: Monday-Friday 7:30am-4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the area studied; Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; Skill in conducting detailed analyses of complex functions and work processes; and Interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
