Greater Los Angeles VA Healthcare System (VAGLAHS) is seeking a highly qualified candidate for Chief Nurse - Geriatrics & Extended Care, who exhibits leadership that is characterized by substantial and continuous responsibility for administrative and operational functions within span of control. Functions as administrator, educator, & consultant utilizing management theory in collaboration with Nursing/Patient Care Services & other services and influences organizational mission and health care.

Duties

The Chief Nurse Geriatrics and Extended Care is responsible for supporting, communicating, coordinating, and implementing the strategic planning process for Community Living Center, Hospice, Adult Day Health Care, Nursing Institutional Care Programs (Community Nursing Home, Community Residential Care, Home Based Primary Care, Purchase Skills, Homemaker Home Health Aid). Responsibilities include planning, directing, and coordinating the activities of nursing and support staff to ensure quality patient care is provided in accordance with compliance standards, communicating expectation of the organization to employees and ensuring 24-hour coverage for Geriatrics and Extended Care Service. Typical duties include but are not limited to: Supports/actively participates in initiatives such as High Reliability Organization (HRO), Patient Centered Care, Just Culture, & I CARE. Promote an organizational culture rooted in VA Core Values that engage & inspire our people to perform at their highest levels. Makes caring for the Veteran his/her priority while in the work setting/ demonstrates customer service principles in all aspects of work. Self motivated in the pursuit of meeting professional work standards. Manages human, material, & financial resources effectively to improve overall patient outcomes for patients with the GEC Services. Assures a safe patient environment & immediately corrects deficiencies. Maintains working knowledge of the American Federation of Government Employees (AFGE) contract, and abides by the contract, laws, regulations, and Veterans Affairs (VA) Directives. Works collaboratively with Human Resources on managing labor relation & disciplinary issues and working to assure adherence to the master agreements. Works collaboratively to establish processes to improve care delivery, access to veterans, system redesign, performance, & quality outcomes. Provides direct supervision, orientation & development for supervised staff while setting clear/measurable goals. Provides leadership to staff for Joint Commission readiness including journey towards high reliability organizational goals & facilitates & monitors compliance with performance measures, accreditation standards & administrative responsibilities in Nursing Administration. Provide leadership/participation on nursing and medical center committees. Implement standards of professional practice and creates a culture and environment that utilizes evidence based practice as the pathway to improved outcomes. Provide leadership in addressing ethical issues. Ensures adherence to appropriate business rules/performance measures that apply to clinic operations. Operate an efficient, integrated healthcare network that allocates resources utilizing evidence based decision making. Deliver efficient clinical operations/business processes. Use data driven decision-making to align resources which meet current/ future demands. Ensure business acumen/data integrity to maximize revenue allocation. Achieve healthcare excellence through highly reliable systems, processes, & practices. Promote effective, transparent culture of integrity & accountability. Establish a culture embedded in Lean methodology & continuous daily improvement to ensure safety, quality & agility. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Master Degree in Nursing or related field or higher Minimum 3 years recent progressive leadership responsibility in long term care Recent Experience in Long Term Care setting, 2-5 years required ANCC Certification Nursing Administration or applicable Clinical Expertise Program Development and leadership with sustainable positive outcomes Demonstrated Knowledge of regulatory compliance standards specific to long term care and home care requirements. Program Development and Leadership with sustainable Positive outcomes. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position requires potentially long periods of continued walking, standing, and sitting. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. In the performance of duties, the incumbent may be required to drive and/or ride in GSA-vehicles.
