The VA Greater Los Angeles Healthcare System (VAGLAHS) is recruiting for a Chief of Quality Management Service. The position reports to the Medical Center Director and is responsible for establishing, maintaining, and providing quality management oversight for the delivery of clinical, administrative, education, research, and leadership practice areas/accountability. Member of the Executive Leadership team within the largest most complex 1A multi-site health care system.
Duties
The VA Greater Los Angeles Healthcare System (VAGLAHS) is a Joint Commission accredited, complexity level 1a facility serving Veterans throughout Kern, Los Angeles, San Luis Obispo, Santa Barbara, and Ventura counties. The VA Medical Center is in West Los Angeles, California and currently supports two Ambulatory Care Centers (ACCs) and 8 Community Based Outpatient Clinics (CBOCs) across the 20,000 square mile catchment area. GLAHS operates on an annual budget of over $1 billion dollars, employs approximately 5,000 employees, and operates 1,040 beds. Annually, GLAHS has approximately 1.3 million outpatient visits, treats over 8,000 inpatients, and cares for almost 87,000 enrolled unique patients. GLAHS also offers many specialty services and is known for its Homeless Program Center of Excellence, Patient Centered Care Center of Innovation, Integrative Health and Healing, and for Mental Illness Research Education and Clinical Center (MIRECC), Geriatric Research Education and Clinical Center(GRECC) and Parkinson's Disease Research Education and Clinical Center(PADRECC).
The VAGLAHS Director Quality functions at an advanced level in nursing administration and serves as a principle advisor to the VAGLAHS Executive Leadership Team on clinical and administrative issues relative to the quality, safety, and improvement functions of the healthcare system. The Director Quality is a key leader in the healthcare system's journey in high reliability organization and continued performance improvement. S(he) guides the organization through frequent interaction with other executives and interdisciplinary service chiefs. The organization provides care through the structured framework of functional area Dyad Teams., S(he) is responsible for the ongoing oversight of all aspects of the healthcare system to ensure quality and minimize risk.
The Director Quality collaborates with healthcare executives on matters concerning organizational policies, procedures, and protocols. The Director Quality oversees Labor and Management Relations for assigned quality staff. He/she collaborates with VAGLAHS leadership to ensure the alignment of quality programs, policies, and resources consistent with the facility's mission and goals. The Director Quality provides leadership, guidance and direction for operations of the VAGLAHS quality team for the healthcare system. The incumbent provides oversight of the Quality Executive Council. He/she provides oversight for budget management for assigned areas.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Physical Requirements: This position requires potentially long periods of continued walking, standing, and sitting. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. In the performance of duties, the incumbent may be required to drive and/or ride in GSA vehicles.
