About the Position: This is a permanent position with the Directorate of Human Resources Military Personnel Division (MPD) at Fort Leonard Wood, Missouri.

Duties

Perform supervisor Human Resources (Military) management functions over civilian personnel engaged in the performance of Military Human Resources Specialist duties. Provide oversight of the assigned functions of the Branch, subordinates, and general administrative duties performed by the branch. Operate as a subject matter expert to the command on fundamental military Human Resource laws, principles, policies, methods, and practices. Modify established schedules to accommodate changes in deadlines and to provide for unexpected deadlines. v Set priorities and prepares schedules for completion of work. Determine and distribute work assignments to meet workload demands. Provide specific guidance to management in regard to a variety of military personnel actions. Maintain internal military personnel rosters and databases to track military personnel information. Adhere to the Military Personnel Division and assigned branch requirements and taskings by reviewing incoming and outgoing correspondence, regulations, directives, and attending internal staff meetings. Interpret regulations and procedures when technical questions arise. Implement new processes when regulations and procedures have changed. Provide advisory services to Installation Officials, ID-TRAINING and higher headquarters. Prepare written reports as required. Develop internal policies, methods, and procedures for carrying out mission functions, based on guidance and directives of local and higher headquarters. Develop performance standards and evaluates work of subordinates.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the incumbent to work on an intermittent or unscheduled, on-call basis.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • Employee is required to work other than duty hours, which may include evenings, weekends, and/or holidays.
  • Position requires the employee to occasionally travel away from the normal duty station.
  • Employee must be willing and able to travel in military and/or commercial aircraft and/or vehicles.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.

Specialized Experience: One year of specialized experience which includes processing a variety of military personnel human resource actions; researching regulations, directives, and policies to ensure compliance of military personnel management; utilizing a wide variety of automated systems supporting military personnel functions; compiling and analyzing data to identify and address issues; preparing military strength reports; assisting with enlisted and officer assignments and requisitions; and advising soldiers on military human resources functions. . This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study]. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
