You will serve as a GG-0340-15 Program Manager at the OFFICE OF NAVAL INTELLIGENCE in Suitland, MD. As the Capabilities and Partnerships (ONI N3) Director reporting to the Office of Naval Intelligence Chief of Staff, you will serve as the representative and advisor for program management activity and specialized collection operations support matters for the Office of Naval Intelligence enterprise.
Duties
You will apply in-depth knowledge of intelligence collection systems or intelligence technology program management, collection strategies, and collection operations.
You will develop integrated capabilities, provide strategic integration and oversight of acquisition and program management experts, and deliver specialized intelligence collection support to operational partners.
You will provide accountability and control over the development and management of the Office of Naval Intelligence program management offices.
You will serve as the representative and advisor for program management activity and specialized collection operations support matters for the Office of Naval Intelligence enterprise.
You will review and monitor subordinate milestone schedules, budgets, and costs to ensure program success and adapt plans to meet programmatic needs.
You will establish staff objectives, develop long-range plans, and identify required resources to promote an efficient and economical organization.
You will be fiscally responsible for the planning, programming, budgeting and execution, contracts development and management, and schedule development and management to achieve assigned performance outcomes for assigned programs.
Requirements

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- This position requires a periodic polygraph examination.
- This position may require a 2-year DCIPS trial period.
- Some travel may be required within/outside U.S.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as:
1. Provide strategic integration and oversight of acquisition and program management experts to deliver specialized intelligence collection support to operational partners.
2. Provide accountability and control over the organization's program management offices by participating in the planning and execution of acquisition workforce development programs.
3. Establish staff objectives, develop long-range plans, and identify required resources to promote an efficient and economical organization.
4. Manage and direct the staff to improve Enterprise processes related to program management, collection technology, and special access/controlled access programs.
5. Provide fiscal oversight for planning, programming, budgeting and execution, contracts development, and management for assigned programs.
