You will serve as the Deputy Program Manager (DPM) for the Enterprise Program Management Office (PMO) (ONI-N32), providing program management oversight over a portfolio of programs, including Acquisition Category (ACAT) 1 and/or Special Interest programs. You will manage multiple cross-functional teams comprising multiple acquisition disciplines and competencies. This position is located at FARRAGUT TECHNICAL ANALYSIS CENTER in Suitland, Maryland.
Duties
You will provide programmatic management oversight over a portfolio of programs, some of which are Acquisition Category (ACAT) 1 and/or Special Interest Programs.
You will exercise centralized authority and responsibility for planning, organizing, staffing, controlling, and leading the Enterprise PMO acquisition programs.
You will manage multiple cross-functional teams with competencies including program management, budgeting, systems and software engineering, test and evaluation, logistics, contracting, cost estimating, and information technology (IT) accreditation.
You will review and approve major acquisition planning documents, in accordance with Department of Defense (DoD) 5000.2 and Intelligence Community Directive (ICD) 801, including development of strategies for programming, planning, and budgeting.
You will direct critical analyses of systems/subsystems and component developments assigned to the Enterprise PMO and assess these developments against operational requirements.
You will evaluate the potential of new developments to enhance subsystem capabilities individually and on an integrated system basis.
Requirements

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

- This position may require a two-year DCIPS trial period requirement.

- This position requires Level IV Advanced (formerly Level III) Certification in Program Management (A) career field in accordance with Section 1721 Title 10, U.S.C. Defense Acquisition Workforce Improvement Act (DAWIA).
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the grade GG/GS-14 level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Develop program acquisition strategies to manage information technology (IT) infrastructure and application, with focus on cloud computing and Agile software development;
Apply comprehensive knowledge of federal policies and principles of planning and program management and standard acquisition regulations, practices, and procedures to direct and guide programs and projects;
Utilize expert knowledge of acquisition and life-cycle management processes to advise others on acquisition management for an enterprise network or equivalent acquisition life-cycle program;
Develop and execute a long-range program planning and requirements across all phases of a programming, planning, budgeting, and executing (PPBE) system;
Promote cooperation and consensus through forming cohesive teams and weighing complications arising from diverse viewpoints and conflicting organizational goals in light of objectives to resolve program problems.
