Duties

This is a secondary law enforcement position. Under the authority of the Aviation and Transportation Security Act (ATSA) (PL 107-71, November 19, 2001), the incumbent functions as a Federal Law Enforcement Officer and performs the duties and responsibilities assigned to Federal Air Marshals. The Deputy Executive Assistant Administrator for Law Enforcement/Federal Air Marshal Service reports directly to the Executive Assistant Administrator for Law Enforcement/Federal Air Marshal Service and provides executive level leadership to a major component of the Transportation Security Administration (TSA) in the Department of Homeland Security (DHS) with responsibility for TSA law enforcement functions. High-level duties include: Serving as a senior advisor to the Executive Assistant Administrator for Law Enforcement/Federal Air Marshal Service and the TSA Administrator and Deputy Administrator on matters affecting the strategic and operational direction of TSA in all areas of law enforcement and transportation security operations, programs and policies, infrastructure, and internal processes. Overseeing the day-to-day operations of the Law Enforcement/Federal Air Marshal Service. Establishing and communicating a clear vision, defining short and long range program plans, goals, requirements and priorities to provide effective security to the aviation transportation system. Developing, implementing and coordinating the formulation, execution and evaluation of long range programs, planning activities and policies for all Law Enforcement/Federal Air Marshal Service activities related to aviation security and law enforcement. Coordinating efforts at an executive level with U.S. and international law enforcement and intelligence agency counterparts. Participating in multilateral law enforcement and counterterrorism efforts. Representing the Law Enforcement/Federal Air Marshal Service and the Executive Assistant Administrator for Law Enforcement/Federal Air Marshal Service in matters involving DHS, Congress, TSA, other government agencies, and with key industry organizations. Conferring with top echelon officials, as required on behalf of TSA and FAMS, on significant accomplishments and mission critical requirements. Creating programs and processes to maximize law enforcement resources that are responsive to a dynamic, risk-based management strategy, and deploys appropriate assets in accordance with the Law Enforcement/Federal Air Marshal Service Concept of Operations. Directing the development and implementation of risk and vulnerability assessment methodologies and application of intelligence information to create mitigation strategies. Leading efforts to provide ongoing law enforcement intelligence gathering support to counterterrorism and investigative operations impacting the transportation domain. Leading efforts to conduct Joint Vulnerability Assessments (JVAs) and MANPADs Vulnerability Assessments (MVAs) of both domestic and international transportation domain assets, and executing security assessments and mitigation plans in support of the TSA mission. Formulating and executing the Law Enforcement/Federal Air Marshal Service budget in accordance with the DHS/TSA and the Law Enforcement/Federal Air Marshal Service missions and strategic plans. Overseeing all related administrative and procurement/acquisitions and financial management functions for the Law Enforcement/Federal Air Marshal Service.

Qualifications

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Professional/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed below. However, you MUST address all PTQs in your resume. Professional/Technical Qualifications (PTQs): 1. Demonstrated experience leading, developing, implementing, and administering comprehensive law enforcement and security management programs in a large geographically dispersed organization. 2. Demonstrated experience collaboratively working across organizational lines in implementing law enforcement and security management programs. 3. Demonstrated experience in aviation domain law enforcement issues and operations. Executive Core Qualifications (ECQs): ECQ 1 - LEADING CHANGE. This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. FAILURE TO MEET OR FULLY ADDRESS EACH EXECUTIVE CORE QUALIFICATION AND PROFESSIONAL/TECHNICAL QUALIFICATIONS IN THE RESUME WILL ELIMINATE A CANDIDATE FROM FURTHER CONSIDERATION. FIREARMS CERTIFICATION: This position requires the incumbent to carry a firearm. You must pass a certification at an interval required by the hiring/employing law enforcement component within TSA. Failure to do so will result in the revocation of firearm authorization and any other appropriate administrative action, up to and including removal.
