The Phoenix VA Health Care System (PVAHCS) is actively recruiting one (1) Supervisory Program Specialist, Health Administration Service, Phoenix, AZ. The incumbent provides support to programs throughout the facility to include Eligibility & Enrollment, Decedent Affairs, Admissions, Fugitive Felon Program, Indian Health Service/Tribal Health Programs, Outreach events, and administrative off-tour activities.

Duties

Duties include but not limited to: Responsible for the oversight, management, and operations of the Health Benefits & Processing section. Collaborates with leaders and staff at all levels and disciplines, other facilities within VISN 22, as well as the VISN to accomplish program requirements and goals. Provides a wide variety of management and technical services that are critical to the operation of the service and all its components. Ensures facility compliance with applicable regulations, laws, policies, and other guidance. Provides substantive input and participation in monthly and quarterly management reviews in support of monitoring and maintaining scope and analyzes and makes recommendations for management to improve efficiency of internal operations and to judge the overall effectiveness of projects. Work with local personnel to integrate data analytics and measures with continuous process improvement utilizing LEAN, Six Sigma, and other improvement methodologies to meet and sustain ambulatory care goals and objectives. Plans and accomplishes special projects within prescribed timeliness. Use skills in flowcharting and written communication to document current and proposed solutions to all stakeholders. Analyzes data to evaluate individual staff and program performance, including identification of trends. Prepares national, VISN and Medical Center level reports using various systems and reports. Must be able to filter and query various systems to pull data, and then provide analytical summaries, recommendations, and solutions. Prepares workload and production reports; reports on operations and problems encountered; and presents proposed requests for resource needs based on experience. Coaching and mentoring, as well as direct responsibility for the development of skills and knowledge base for those employees assigned to the unit. Delegate work assignments, set or negotiate deadlines, and designate completion dates. Performs managerial duties within the scope of existing policies and within the scope of the negotiated labor contract. To qualify for this position, applicants must meet all requirements by the closing date of this announcement,01/10/2024 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: In addition to meeting time in grade requirements, you must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Overseeing daily operations for the administrative staff; supervising or leading groups of employees; setting priorities, long and short term goals on administrative processes; preparing schedule for completion of work, evaluating work performance of subordinates; resolving complaints and administrative issues; performing other administrative duties such as coordinating meetings and schedules; maintaining policies, procedures, manuals & guidelines; preparing various documents and correspondence and interpreting and analyzing data from databases and sources. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education or superior academic achievement, if related. (Transcripts required). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
