This position is in the Environmental Management Service (EMS), at New York Harbor HealthCare System. The primary purpose of the position is to serve as the Administrative Officer (AO) for the Environmental Management Service (EMS) and is responsible to direct and coordinate the administrative,
operational/planning activities internal and external to the service, oversee the budget and conduct comprehensive staffing/organizational analyses of EMS (final authority resting with the Service Chief).
Duties
Oversees and facilitates the administrative management for the Environmental Management Service.
Independently develops, plans, issues, and implements procedures to comply with directives concerning
administrative matters.
Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration,
training management, publication management, and data management within the division.
Reviews and evaluates guidance on various functions and procedures, identifies problem areas, and
implements or recommends actions to improve procedures and increase efficiency, eliminate problems, and
conform to policy requirements.
The position functions as an extension of the Chief/Assistant Chief, Environmental Management Service, and
professional staff, as well as other service lines, in explaining service policies and assisting staff in
implementing them.
Plays a key role for planning, organization development, direction, and evaluation of medical center
administration, in support of the facility, VISN and Central Office activities. Takes a leadership role in
maintaining all current documents necessary to meet the requirements of external reviews for the VA.
The incumbent develops the need for and maintains an awareness of available resources, and makes
recommendations to EMS management regarding needs, distribution, or redistribution of these resources.
Participate in the planning for budgeting needs and financial management for the Environmental Management
Service.
Incumbent is a purchase card holder and complies with all the acquisition regulations, both Federal, VA and
local to include BA, small business, Javits-Wagner-O'Day Act, and mandatory sources. Makes individual
purchases not exceeding the micro-purchase limit. Reconciles purchase card charges within the established
time limits.
Resolves disputes of unknown or incorrect charges also within the established time limits. Provides approving
official with all pertinent purchase card documents for approval by the same and maintains documentation as
required.
The position aids in the management of procurement for EMS. This may include preparing procurement
requests, evaluating proposals for work, acting as a COR for procurements, and/or maintaining procurement
records.
Oversees property management and prepares necessary documents to accession and de-accession of
property.
Responsible for the development and implementation of policies and procedures for the Service, as
well as recognizing the need for new policies and brings such policies to the attention of the
Chief. The policies and procedures dealt with are for all the various aspects of the Service
including budget and fiscal management, supply services and equipment procurement, personnel and
workforce utilization and procurement
submissions.
When appropriate, arranges for representation by VA New York Harbor HealthCare System staff at executive
level administrative meetings, committees, and functions by determining nature and scope of event versus
service needs.
Also assists to resolve patient complaints through investigative techniques, prepares congressional
correspondence, facilitates corrective actions, patient satisfaction efforts and enhances public relation
activities.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization with experience in the competencies below:

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel.
