Qualifications

We are looking for at least one year of specialized experience related to this position as described below: To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as experience analyzing a variety of financial, project funding and accounting problems, questions or circumstances. Developing, interpreting and/or applying laws, regulations, agency policies and guidance. Experience providing advice on financial matters to managers and project officers. Your answers to the online assessment will be used to evaluate your competencies in the following areas:  Knowledge of federal legal requirements governing operation of the lean Water State Revolving Fund Program under the Clean Water Act, the Drinking Water State Revolving Fund Program under the Safe Drinking Water Act, and any additional federal statutes that affect the State Revolving Fund programs. Knowledge of financial assistance mechanisms, including loans, grants, principal forgiveness and refinancing. Knowledge of the concepts, principles and techniques of federal financial management, accounting and audit requirements. Skill in oral communication. Knowledge of the financial indicators to evaluate the financial health of state revolving funds. Knowledge of grant and contract policies and procedures and how to apply them. Skill in oral communication. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

You need a degree or combination of education and experience as described below to qualify for this position.

A bachelor’s or higher degree from an accredited or pre-accredited college or university in 

You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to this position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology; OR specialized experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations.
