Duties
As a/an Senior Financial Analyst, you will:
Serve as an expert-level resource on his/her Program Management Team on matters relating to financial management issues.
Provide oversight and monitoring of all assigned programs and functions within the team assigned or Office.
Ensure that Office financial management systems are fully implemented and used to prevent or identify issues of waste, fraud and abuse.
Identify 'Best Practices' among grantees and serve as a catalyst to export those 'Best Practices' whenever/wherever it is possible to do so.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
- Providing comprehensive financial management experience with community development programs;
AND
- Ensuring financial accountability and compliance with federal rules, regulations, laws and policies;
AND
- Applying general accepted accounting, auditing standards and procedures for conducting grants management oversight;
AND
- Using financial systems and technology in conducting financial monitoring of grantee activities and audit resolutions, securities markets, investments, and banking.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
