The primary purpose of this position is to provide support to innovation leadership by analyzing, evaluating, and advising health care operations and is responsible for leading, coordinating, facilitating, and providing ongoing support. It serves as the Digital & Remote Center for Innovation to Impact Health System Specialist, organizationally reporting to the Director of Digital & Remote Center for Innovation to Impact located at the Cincinnati VAMC in VISN 10.

Duties

The Cincinnati VA Medical Center is a two-division campus located in Cincinnati, Ohio and Fort Thomas, Kentucky serving 15 counties in Southwest Ohio, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. Cincinnati VAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division. Supports developing a national level strategy for innovation, including helping to lead and stand-up programs, processes, policies, and infrastructure to support innovation across the VA. Assists with the development of VISN 10 vision and integrates VA Center for Innovation program goals, strategic priorities, and core values. Supports a VISN level program that encourages creative thinking, innovation, collaboration, and transparency. Identifies opportunities to improve service and program performance. Executes open dialogue across organizational lines both within VISN 10 and with stakeholders across the VA to maximize opinion diversity and input from a wide range of stakeholders. Executes innovation strategies through collaboration with external stakeholders outside of both the VA Medical Center and VHA more broadly. Develops and executes a facility and VISN 10 communication plan in coordination with local Public Affairs to promote a culture of innovation to include but not limited to presenting at employee town hall meetings, leadership briefings, or service line briefings. Announces programs and solicits applications for funding under assistance awards in several ways. Analyzes data and prepares reports summarizing data, and themes. Briefs information compiled via themes and dashboards to local, regional, and national leadership, as well as individual program offices. Conducts risk assessments and business reviews of innovation proposals and projects at sites. Analyzes available information regarding cost savings to mentor individual awardees when producing business cases. Evaluates business cases submitted by the awardees for feedback as well as Accelerator phase based on the (5) elements of value: clinical, operational, societal, customer, and financial. Coordinates with Office of General Counsel (OGC) to help protect government interests regarding intellectual and design patents when necessary, facilitating all discussions with leadership and the OGC. Educates awardees regarding memorandums of understanding (MOUs) when awardees desire to work with partners outside of the VA. Identifies potential data security concerns regarding awards that require the collection of patient identifiable information (PII) and provides appropriate guidance to allow awardees to pass Internal Review Board (IRB) applications. Executes the operating budget, prepares budget requests with justifications, and aligns resources to deliver sustained value to Veterans. Develops and executes an external communication plan involving marketing and promotional media to demonstrate the value of innovation projects to Veterans and their families. Identifies opportunities to develop policies to accelerate innovation at the national, regional, and local level. Creates programs to streamline innovation pathways, such as improved contracting, information technology, logistics, fiscal, and biomedical engineering. Collaborates with innovation stakeholders across the VA organization, such as with System Redesign, Veterans Experience, Health Services Research and Development, and other program offices, to help lead and support the VA transformation with improvement and innovation activities. Work Schedule: Monday to Friday 8:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-13 Grade Level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes but is not limited to: Knowledge of VHA's Equitable Resource Allocation methodology (VERA); progressively responsible experience applying applicable theories, principles, practices and techniques of management in the health care environment including understanding of statistical, budget, personnel management, economic principles/techniques, procurements and other administrative areas involved in health care delivery; and experience analyzing and evaluating statistical data using complex analytical techniques; implements and maintains Veterans Equitable Resource Allocation (VERA) strategies intended to increase tracking and funding; creates and conducts formal training on VERA, ProClarity, VISTA, ARC, Microsoft Office Suite and analysis techniques; maintains VERA SharePoint for facilities as it relates to VERA including finance, clinical and workload capture; performs in-depth, detailed analysis on all aspects related to the VERA Model and patient workload analysis; implements and-maintains VERA strategies; serves as the principal technical advisor regarding VERA Model, VERA Data Validation Reports and Resources, VERA Patient Classification Process, ICD-10 coding analysis, and Medical Center Allocation System (MCAS).You will be rated on the following Competencies for this position: Communications Computer Skills Financial Analysis Performance Measurement Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Part-time experience will be credited on the basis of time actually spent in appropriate activities.
