This position is located in the agency's Human Resources Division, Center for Training and Organization Development (CTOD). Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Develop plans, programs, methodologies, and automated tools/applications to support CTOD work processes and to deliver efficient and effective CTOD training and programs.
Develop and distribute techniques and surveys to appraise performance, skill and knowledge levels of MRP employees participating in CTOD training and programs.
Plan, coordinate, implement, and maintain the annual open-enrollment non-technical training calendar.
Analyze, map and document CTOD data sources, workflows, and data-related processes.
Support CTOD trainers and consultants on special projects addressing data and evaluation needs.
Coordinate the collection, compilation, and analysis of training and program activity data; develop, write, edit, and present comprehensive statistical and narrative program reports.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
Specialized Experience:
FOR THE GS-9 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-7 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Use of training, educational and learning theories, principles, and applications as well as use of employee development techniques and practices to analyze, plan, develop, implement, and evaluate, training and employee development programs.
Use of tests and measurement devices, and techniques sufficient to plan and conduct correlation studies.
Utilizing the Microsoft 365 Suite with emphasis on Power Platform Apps (e.g., SharePoint, Forms, Power BI, Power Automate).
Collecting, organizing, protecting, and storing an organization's data so it can be analyzed for business decisions.
Communicating in writing and verbally to explain data and information to colleagues and management to obtain desired results.
OR
Education Substitution:
FOR THE GS-9 LEVEL: Successful completion of a master's degree or two years of progressively higher-level graduate education leading to a master's degree in education or a closely related field.
OR
J.D. or LL.B., or equivalent graduate degree in education or closely related field.
COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-9 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
Equivalent combinations of education and experience are qualifying for this grade level.

This education must have been successfully completed and obtained from an accredited school, college, or university

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
