Serves as one of several training specialists in a larger team in the Center for Training and Organization Development, Human Resources Division. If selected, you will be part of a team that designs, develops and delivers development programs for agency personnel. Will also be responsible for conducting organizational analyses and non-technical training needs assessments and providing internal performance consulting and organizational interventions.
Duties
The duties may include, but are not limited to:
Designs solutions that maximize learning and/or behavioral outcomes, for example, enhancing motivation and increasing knowledge retention.
Provides individualized support and advice to ensure development activities are integrated with Agency priorities and organizational alignment.
Leads, oversees, and participates in the design, development and delivery of agency-wide leadership development programs.
Applies transformative and experiential learning models and paths such as horizontal and vertical learning.
Evaluates and utilizes new and developing learning technologies, including, but not limited to micro learning, virtual learning, hybrid learning, game-based learning, experiential learning, and blended learning options.
Serves as a team member on special projects addressing very complex and difficult non-technical training design challenges and projects.
Provides coaching, mentoring, and/or career counseling services to all levels of employees, including higher-level management, and/or arranges for such services through outside resources.
Delivers professional organization development (OD) services or locates appropriate resources for delivery of services.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Conducting training needs assessments to identify knowledge, skill, and competency gaps in a professional setting.
Developing learning activities and materials using instructional systems design principles for synchronous and asynchronous settings.
Implementing adult learning methodologies to design or deliver professional or leadership development experiences, activities/elements, training modules, courses, or curriculum(s).
Delivering training content, curriculum, or other professional development elements using multiple delivery options.
Engaging with peers, training participants, or leaders to deepen, encourage, and enforce a continual learning and development culture.
Note: There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
