This position is part of the Office of the Secretary of Interior, Office of Natural Resources Revenue (ONRR), Revenue, Reporting, & Compliance (RRCM), Financial Management (FM), Accounting Services (AS), Accounts Payable.
NOTE: This announcement may be used to fill additional vacancies within the Office of Natural Resources Revenue.
Duties
Performs a variety of conventional accounting duties assuring that assigned functions are completed accurately, timely, and according to applicable
guidelines, standards, and procedures.
Reviews, analyzes, and researches complex accounting programs and procedures.
Identifies and provides solutions to correct internal and management control weaknesses.
Conducts discussions with customers/stakeholders regarding account reconciliations and resolution of imbalances.
Suggests changes to policies, procedures, or operation as appropriate.
Participates in the development of acceptance test criteria, conducts acceptance testing, researches system problems and prepares required reports.
Qualifications
All applicants for this position must possess one of the following basic requirements:
A. Bachelor's Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level (i.e. GS-9) in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the basic eligibility requirements, applicants must have the following specialized experience and/or directly related education or a combination of experience and education:
At the GS-09 level, you must meet one of the following qualifications:
A. A master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related in one of the following fields: business administration, finance or public administration; OR
B. One year of specialized experience equivalent to at least the GS-07 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: applying generally accepted accounting principles and standards to prepare financial reports; evaluating accounting, financial and regulatory reports for errors and inconsistencies; and performing accounting reconciliation; OR
C. A Combination of education and experience as listed above.
At the GS-11 level, you must meet one of the following qualifications:
A. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related in one of the following Accounting, Finance or Public Administration; OR
B. One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: interpreting complex accounting principles and standards to resolve accounting discrepancies; creating and analyzing accounting, financial and regulatory reports for errors and inconsistencies; initiating correspondence to perform and resolve account reconciliation and invoice issues. OR
C. A combination of education and experience as listed above.
At the GS-12 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: applying generally accepted accounting principles, standards and applicable laws/regulations to resolve complex accounting discrepancies; researching billable exceptions to assure compliance with applicable laws, rules, regulations and policies; and reviewing and evaluating financial systems for effectiveness of internal controls and integrity of the organization's financial information.
