This position is located in the Civil Rights Division's (Division), Policy and Strategy Section. As a Legislative and Policy Analyst, you will work on the full range of legislative, policy, and strategy work spanning the Division's enforcement of federal statutes and executive orders that prohibit, among other things, unlawful discrimination in education, employment, housing, lending, voting, public accommodations, and criminal justice.
Duties
The incumbent will serve as a Legislative and Policy Analyst. Duties include, but are not limited to:
Monitors and tracks legislation, regulations, and policy matters for clearance and approval using a variety of complex resources and databases.
Serves as a resource to CRT staff on the full range of legislative, regulatory, and policy issues, including answering procedural questions and providing status updates on legislative and policy proposals, initiatives, and projects.
Researches and analyzes substantive civil rights issues and drafts current and proposed legislation, regulations, and policy matters to advance and defend CRT equities.
Coordinates and prepares comments or reports for Congress or other internal or external stakeholders.
Provides effective and well-organized oral and written presentations that correctly and succinctly summarize legislative, regulatory, and policy issues.
Collects and interprets data and information on complex and diversified policies and programs that often cross organizational boundaries, both within the federal system and between federal and state systems.
Designs and maintains databases and repositories, such as directories, web pages, SharePoint sites, and other methods to organize and store information related to legislative, policy, and strategy work.
Works with CRT staff to facilitate and execute meetings and conferences with internal and external stakeholders on important civil rights issues.
Arranges meeting space, speakers, invitations, audiovisual needs, logistics, and other details for meetings and conferences on CRT strategic initiatives.
Identifies and assesses findings at meetings and conferences and proposes solutions and next steps to implement action items for strategic initiatives.
Creates meeting and conference materials, presentations, and follow-up reports with information to support and complete projects and assignments related to strategic initiatives.
Qualifications
Specialized Experience Requirements
Specialized experience for the GS-12: You must have one (1) year of specialized experience that has equipped you with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 level in the Federal service, public or other private sectors. Specialized experience includes THREE of the following;
(1) reviewing and assisting with preparing legislative, policy, or regulatory proposals in an organization;
(2) assisting with data analysis related to legislation, programs, or policies;
(3) drafting written summaries and analyses of laws and policies; OR
(4) planning and coordinating stakeholder meetings, public engagement, and outreach efforts.

Specialized experience for the GS-13: You must have one (1) year of specialized experience that has equipped you with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 level in the Federal service, public or other private sectors. Specialized experience includes ALL of the following;
(1) developing legislative, policy, or regulatory proposals that take account of the external interests of an organization; AND
(2) conducting research and analyses of laws, programs, policies, or regulations; AND
(3) generating data-driven recommendations and providing written and oral presentations; AND
(4) overseeing stakeholder meetings, public engagements, and outreach efforts and evaluating outcomes.
