This position is assigned to the USDA Forest Service, Albuquerque Service Center, Human Resources Management. This position is responsible for the processing and staffing of personnel action requests and management of electronic and/or paper-based official personnel file (OPF) programs. Duties

Establishing and communicating guidelines and performance requirements to employees, conducting formal performance reviews, and identifying and providing for the developmental and training needs of employees. Providing individualized counseling to managers and employees regarding the interpretation and application of federal pay, personnel and record keeping laws, regulations, policies and practices. Compiles and utilizes statistical reports from a variety of automated information systems. Prepares reports and presents briefings to inform leadership of the results of data analysis and trends and to provide recommendations. Executes, coordinates, and tracks a variety of personnel programs and trends in support of personnel management. Utilizes laws and regulations to ensure proper processing of payroll/personnel actions. Analyzes and resolves issues related to the personnel action processing and records maintenance. Reviews quality control procedures for all applied personnel actions, records management and associated production data and corrects quality control shortfalls. Prepares procedures and recommends revisions to improve quality control procedures.

Requirements

  • Subject to one-year supervisory probationary period (unless prior service is creditable). New USDA supervisors must successfully complete all components of the required new supervisory training program before the end of their probationary period.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience Requirement: Applicants must have one year of specialized experience equivalent to at least the GS-09 level in the Federal service. Specialized experience is defined as three or more of the following: Conducting research to resolve technical issues and provide counseling to managers and employees regarding the interpretation and application of personnel processing; and/or Researching laws, regulations, policies, and practices to ensure proper processing of payroll/personnel actions; and/or Analyzing data to identify trends, deficiencies, and accomplishments in areas related to processing personnel actions; and/or Preparing reports and presented briefings to inform senior leadership or management of process improvement recommendations. OR A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. OR An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
