Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Mechanical Engineer. Duty Location: Sacramento, California This position is concurrently open to Merit Promotion eligibles under Announcement Number BOR-CGB-24-12222696-MP-OPM.

Duties

The selectee will serve as a senior Mechanical Engineer on a multidisciplinary team of engineers that provides technical engineering services to the Region and area offices. Perform mechanical engineering work associated with the design, testing, operations and maintenance of hydroelectric powerplants, pumping plants, and water retention/delivery facilities. Plan, schedule, coordinate, and conduct engineering facility examinations, reviews, and/or inspections. Identify deficiencies relative to design criteria, applicable codes and standards, or state or federal statutes or regulations. Provide technical advice on a variety of mechanical and electro-mechanical components and systems related to large vertical turbine-generators, governors, hydraulic and pneumatic systems, large gates and valves, and similar equipment. Calculate estimates for repairs; coordinating with internal and external partners; documenting findings in a written report.

Qualifications

In order to qualify, you must meet BOTH the Basic and Minimum qualification requirements for at least one grade level described below. Your resume must clearly describe your relevant experience. BASIC QUALIFICATION REQUIREMENT: Successfully completed a full 4-year course of study leading to a bachelor's or higher degree in Engineering in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET). OR Successfully completed a full 4-year course of study leading to a Bachelor's or higher degree in Engineering that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five (5) of the following seven (7) areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Completed 60 semester hours of courses in the physical, mathematical, and engineering sciences, and that included the courses specified in B above. These courses must be fully acceptable toward meeting the requirements of an engineering program. OR Successfully completed a curriculum leading to a bachelor's degree in an appropriate scientific field such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have at least one year of professional engineering experience acquired under professional engineering supervision and guidance. This must include either an established plan of intensive training to develop professional engineering competence or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. OR Successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. OR Currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. This registration must have been obtained by written test OR be in general engineering or a directly related engineering field and was gained by State grandfather or eminence provisions. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: GS-07: Applicants must have one full year of specialized experience, comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: 1) applying basic theories of the mechanical engineering discipline; 2) drafting reports suitable for professional and general public audiences; and 3) supporting senior engineers in investigating problems arising during construction. OR Have one year (18 semester hours) of graduate level education in engineering or a closely related field that provided the knowledge, skills, and abilities necessary to successfully complete the work of the position. OR Have a combination of specialized experience and graduate level education as described above that, when combined, equal 100% of the total requirement. OR Have successfully completed a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering from an accredited institution. OR Meet the requirements for Superior Academic Achievement by earning a bachelor's degree with at least one of the following (1) a grade point average (GPA) of 3.0 or higher based on a 4.0 scale; (2) a 3.5 GPA or higher for required courses completed in a major field of study during junior and senior year of a 4-year college or university; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college, such as the College of Liberal Arts, based on completed courses; or (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies. GS-09: Applicants must have one full year of specialized experience, comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: 1) providing input for specifications for construction, services, or contracts; 2) assisting with coordinating design related activities involving multiple groups/offices; 3) investigating problems arising during construction to assist with recommended solutions; and 4) contributing to correspondence or technical reports suitable for professional. OR Have two years (36 semester hours) of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree (coursework directly related to Mechanical Engineering). OR Have an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). Professional engineering experience is defined as non-routine engineering work that required and was characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability. Examples of specialized experience for the GS-09 are listed above. OR Have successful completed a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering and 1 year of appropriate professional experience. OR Have a combination of superior academic achievement and 1 year of appropriate professional experience. GS-11: Applicants must have one full year of specialized experience, comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: : 1) assisting in the development of plans, programs and objectives to meet project needs and requirements for mechanical systems; 2) facilitating studies and design for new mechanical equipment and systems, modification and upgrade of existing systems during design and construction phases; 3) performing administrative duties such as monitor implementation of policies governing the program area; and 4) maintaining program records and preparing reports. OR Have successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR Have a combination of specialized experience directly related to the position and progressively higher-level post graduate education leading to a doctoral degree. Only graduate education in excess of two (2) years (36 semester hours) will be used to qualify at the GS-11 grade level. Minimum Qualification for the GS-12 grade level is listed under the Education section of this announcement.

Education

Continuation of Minimum Qualification for the GS-12:
GS-12: Applicants must have one full year of specialized experience, comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) participating in final on-site inspection and evaluations to ensure conformance to specifications and design requirements; (2) analyzing the designs for information on general layouts, arrangement, cost estimates and existing conditions; (3) reviewing mechanical design analysis, plans and specifications for contract documents to ensure compliance with agency and other federal, state and local agencies; and(4) conducting investigations of equipment failures and malfunctions which interrupt/impair service and endanger personnel or equipment.

There is no substitution of education for experience at the GS-12 grade level of this announcement.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
