DFC ranked a Best Places to Work in 2022. This position is part of the U.S. International Development Finance Corporation, Budget & Resource Planning Division. As a Finance Program Analyst you will be responsible for supporting investment deal teams in the analysis and alignment of financial transactions to credit reform and subsidy models, adapting models and procedures as new products or changes result in private business structures.

Duties

Assist with building Federal Credit Reform Act (FCRA) compliant subsidy models with standard DFC terms or more complex terms (foreign currency, political risk insurance, etc.) and communicate results of subsidy model run outputs, as well as, adapting subsidy models and procedures to support new products and changes in federal or private business structures. Provide support to transaction teams across multiple departments to align the specific elements of transactions to DFCs credit reform accounting and subsidy models. Identify loan term changes that require subsidy modification analyses per Office of Management and Budget (OMB) guidelines and perform subsidy cash flow analysis to calculate the subsidy savings or cost of modifying the term(s) Assist team lead with reviewing model code (Excel VBA and Stata) updates, troubleshooting model input and code errors and communicating solutions, identifying pain points of subsidy model, and brainstorm areas for model improvements with team lead and supervisor. Support the maintenance and deployment of analytical tools and reporting that will generate credit reform data and analysis for management review for agency reporting. Analyze data with the goal of adapting the information to key inputs to agency decision-making i.e. encompass information domains relevant to the agency's mission (international development and finance) and apply a range of statistical and modeling capabilities (i.e., regression, machine learning, data mining, Monte Carlo methods) using relevant platforms (i.e., "R", Stata). Please Note: This is a Bargaining unit position represented by AFGE, local 1534.

Qualifications

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service that includes: 1) Conducting financial data analysis to calculate risk and/or to be used in management decision making processes; 2) Gathering statistical and/or financial data inputs from different teams or departments needed for analysis; AND 3) Preparing a variety of statistical, financial and/or other budget-related reports or documents.; OR B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position; OR C. A combination of education and experience as listed above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
