This National Guard position is for a PERSONNEL AND COMMUNITY ACTIVITIES SUPERVISOR (T5) , Position Description Number T5658000 and is part of the AL ARNG TRAINING SITE.

Duties
1. Primarily serves as a first-level supervisor. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluates work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions in the unit; recommend appointment, promotion, or reassignment to such positions; Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager; effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases; identifies developmental and training needs of employees, providing or arranging for needed development and training; find ways to improve production or increase the quality of work directed; and develops performance standards. Directs, coordinates, and oversees work of subordinate supervisor as applicable. Plans and schedules work to be accomplished by subordinates, sets and adjusts short-term priorities. Exercises significant responsibilities dealing with senior commanders, and staff officers of other units and organizations. Recommends awards or bonuses for nonsupervisory personnel and changes in position classification (subject to high-level approval). Advises high-ranking management functions, activities and services provided. Advises, counsels, or instructs employees on work and administrative matters. Evaluates subordinate supervisor's work performance and serves as a reviewing official of subordinate supervisor's workers. Recommends selections for subordinate supervisory position. Provides a work environment that is free from all forms of discrimination, harassment, and retaliation. (30%)
2. Provides advisory services to the Base Operations Manager/Supervisor of the GTC in all areas under the responsibility of the DPCA to include: community activities, public affairs, family support, medical readiness, education services, personnel services, Morale Welfare and Recreation (MWR), and business operations. Performs in support of the Base Operations Manager/Supervisor in the conduction of activities on the GTC to include military protocol activities and public events. (30%)
3. Attends meetings, communicates, and coordinates with local and other federal, state, and city officials, and civic organizations for the purpose of obtaining services, providing services, planning for future needs, and discussing community problems or development plans that affect training center operations and the community. Develops procedures, implements plans, and coordinates with outside sources to ensure the DPCA remains current with regulatory guidelines and requirements. (25%)
4. Programs and projects work requirements to support known training events. Develops, modifies, and implements as needed plans to support short-notice emergencies in support of local, State, or federal agencies. In coordination with the Base Operations Manager/Supervisor and/or Budget Analyst develops and modifies the financial plan for the directorate. (15%)

Requirements

GENERAL EXPERIENCE: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.
