This vacancy is for a Supervisory Program Management Specialist in the Office of Facilities and Environmental Quality within the Department of Commerce.

Duties

As a Supervisory Program Management Specialist, you will perform the following duties: Provides oversight for the audio/visual services to include joint-use conference spaces and auditoriums, operational support services and policy guidance for facility services. Provides government oversight of Federal mail distribution to include planning, estimating, scheduling, and distribution services using in-house staff or contractors. Manages the Federal Mail Services, Small Parcel Delivery, Courier Services, Printing and Graphics. Serves as the Associate Director for the Client Services Division (CSD). Engaging Departmental leaders on customer service issues and analyzing facility services. Prepares independent government cost estimates for major building systems; reviews drawings and specifications for repairs, alterations, and modification projects inspecting and certifying that all contractor work is complete. Manages Facility Support Contracts. Supervise, motivate, train, mentor, facilitate, manage, and direct the work of several employees. Establishes methods and workflows to ensure adequate internal coordination with internal staff and departmental bureaus or offices. Develops maintenance services contract specifications and oversees performance of contract packages and GSA contracts. Preparing, editing, and revising Department level policies and/or operational manuals. Reviewing, interpreting, revising and/or writing and implementing new Department level policies and/or standard operating procedures. Develops and implements new Department level policies and standard operating procedures. Presents study findings and recommendations via briefings, staff reports, and other means of oral and written communication. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non-supervisory positions cap out at interval 3 of the band. The ZA-5 is equivalent to the GS-15 grade level. To qualify at the ZA-5 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 level in the Federal service. Specialized experience is defined as: Acquisition experience including serving as a Contracting Officer Technical Representative; Facility Support Contract Experience; Planning, Programming, Budgeting, and Execution of program administration.
