The position is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Department of Education, Graduate Medical Education at VA Los Angeles Healthcare System (VHAGLHCS). The incumbent works under the direct supervision of the Service Chief, Graduate Medical Education in support of the agency's mission.
Duties
Plans, manages, supervises, and executes all aspects of the medical doctor residency, fellowships, dental residency, medical student, and allied health professions training programs, paid and without compensation participants.
Researches and analyzes problems, issues, or program requirements associated with Health Professions Trainee programs.
Coordinates collation and tracing of data from services throughout the medical center, working with leadership form other services in preparation, support, and completion of reports, ensuring accuracy and reporting by the deadlines for submission.
Reviews and assesses frequently updated policies, pertinent laws, regulations, and precedents which affect the use of program and related support resources and applies analytical and evaluative methods and techniques in meeting the corresponding requirements.
Participate in Rapid Improvement Events (RIE) critically evaluating current processes and methods to develop best practices in educational programs impacting veteran care which may be implemented agency wide.
Assists in the development of preceptor standards and protocols across all trainee educational programs within VHAGLAHCS.
Analyzes and evaluates, utilizing a wide range of qualitative and quantitative assessment methods, the effectiveness of short/long-range goals and improvement, developing detailed plans for implementing and overseeing of educational programs goals and objectives in accordance with accrediting bodies and Office of Academic Affiliations.
Researches trainee outcomes by gathering data, compiling, and analyzing data, preparing charts, reports, and presentation. Interprets policies and procedures, and carefully assesses past performance for compliance with existing policies and procedures.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Full Time, 40 hours a week, Monday to Friday 8:00am - 4:30pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-07 position you must have served 52 weeks at the GS-05.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-09
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ???????research, compile and evaluate data to implement improvement to the quality, efficiency, effectiveness, and efficacy of all education programs and processes to enhance the quality of clinical and nonclinical training experiences and patient care???????. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have substitute education for experience, master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education.
GS-07
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ???????research and compile data to implement improvement to the quality, efficiency, effectiveness of all education programs and processes to enhance the quality of clinical and nonclinical training experiences and patient care; or substitute education for experience???????. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have substitute education for experience, m1 full year of graduate level education or superior academic achievement. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is normally sedentary but requires flexibility as to travel and attendance for OAA, ACGME and Association for Hospital Medical Education (AHME) Training and at
seminars related to this position.
