Duties

Manages, analyzes, and maintains the GIS Cadastral Parcel Fabric through a strong understanding of Coordinate Geometry (COGO) principles and rigorous Quality Assurance/Quality control (QA/QC) processes to ensure data accuracy and integrity. Designs, develops, and manages geospatial databases, including conversion of digital data in various formats, research and assembly of complex program data requirements, iterative review of Enterprise data. Works with a diverse group of resources specialists, planners, and managers to coordinate and implement geospatial applications and incorporate GIS resource data into a range of local planning documents and processes. Provides technical user support for all aspects of geospatial data, software and applications. Implements analytical techniques necessary to solve complex procedural and factual geospatial and GIS issues. Assists in the integration of Enterprise Geographic Information Systems (GIS) with long/short term planning. Identifies interrelationships within data and applies layers of geographic data to produce spatial analysis and derivative maps to promote effective and economical management of natural resources.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. GS 11: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: Editing and maintaining geospatial data, completing analysis using standard methods and tools, producing cartographic mapping products, assisting in development of standards and applications, assisting in the facilitation of sharing and distribution of data, working with a diverse group of resource specialist, planners, and managers coordinating and implementing GIS activities and projects, assisting in the integration of Enterprise GIS with the long and short term planning and management activities. Provide technical user support and assistance for GIS software, advice in spatial analysis and map product creation. Train small groups in basic GIS skills, new workflows, keeping users apprised of changing technologies. -OR- Education: Successfully completed a PhD or equivalent graduate degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., in a major in any field that provided the knowledge, skills and abilities necessary to do GIS work such as: Geographic Information Systems, Cartography, Geomatics, Photogrammetry. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The work is primarily sedentary, requiring long periods of sitting in one position, intense concentration, and working for several hours at a time. Stress may be experienced on a regular basis in attempting to respond to conflicting objectives and in working against tight deadlines with limited resources. Work Environment: Occasional fieldwork may be required. Fieldwork is in support of resource mapping projects and involves extended days of travel, sometimes in poor weather conditions. Must be comfortable with less than ideal conditions in remote settings in the accomplishment of mapping projects.
