This position is located in the Bureau of Consular Affairs , Office of the Executive Director, Human Resources Division, (CA/EX/HRD), Department of State. CA/EX/HRD is responsible for providing consultative, operational, and policy advice and services to its clients.
Duties
Serves as a subject matter expert in employee and labor relations and advises top management officials of the Bureau on a broad range of highly complex and often controversial issues related to employee and labor management relations.
Researches, analyzes, and evaluates misconduct cases and issues, particularly the most complex, controversial, and those lacking precedents, to determine the appropriate disciplinary action.
Responds to requests for advisory assistance from assigned facilities on a variety of major employee relations related operational problems.
Reviews and analyzes trends in employee relations actions and issues within the Bureau and makes recommendations for more efficient and effective delivery of employee relations services to the Bureau.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience analyzing documents and advising supervisors and employees on a wide variety of employee relations issues;
Experience providing advisory on employee relations matters;
Experience designing and implementing human resources (HR) initiatives in the employee relations and labor relations areas; and
Experience in providing advisory services to management on disciplinary actions.
There is no substitute of education for specialized experience for the GS-13 position.
