THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a GS-1152-09 PRODUCTION CONTROLLER (SCHEDULING) (TITLE 32), Position Description Number D0752000 in FAC 22M000 and is part of the MO 131st Bomb Wing.
APPOINTMENT FACTORS: This is an Indefinite Excepted Service position. This is a non-bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.
Duties
Responsible for advising, planning and coordinating aircraft maintenance requirements and utilization scheduling between maintenance, operations, and external organizations.
Actively participates in the Wing Flying Hour Working Group for planning, scheduling, and execution of the Wing’s Flying Hour Allocation process.
Verifies and reconciles the accuracy of unit flying hour allocations daily with Wing Operations Group and as directed with NGB AVDO and the Flying Hour Analyst.
Develops, analyzes and evaluates multiple Maintenance Information System(s) (MIS) and various databases reports, charts and graphs to inform senior maintenance management.
Develops local procedures to ensure effective and efficient scheduling of engines, support equipment, and develops, writes, and publishes guidance for aircraft document reviews.
Reviews both immediate and long-range requirements based on current workload forecasts and conditioned based maintenance and develops plans for obtaining resources to meet production requirements.
Plans allocation of resources and distribution of work to ensure production commitments are accomplished as scheduled.
Monitors and updates status of Work In Process (WIP). Coordinates with office of primary responsibility (OPR) on extension requests to maximize efficiency of aircraft availability.
Initiate, validate, and submit time change extension requests, as needed. Manages the Configuration Management program.
Maintains historical documents and maintenance data essential for aircraft records accuracy.
Acts as the wing Aerospace Vehicle Distribution Officer (AVDO), coordinates aircraft transfer between organizations, generates specific documentation (AFTO Form 103, Aircraft/Missile Condition Data).
Performs other duties as assigned.
Requirements
- Management has the right to convert this position to permanent status without re-advertising.
- In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.

Qualifications
MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor or wage leader (grade inversion).
GENERAL EXPERIENCE: Experience, education or training which indicates you can reason in quantitative terms, can express yourself orally and in writing, and understand the terminology and data pertaining to the repair operations and processes characteristic of a production activity
GS-09 SPECIALIZED EXPERIENCE: Must 24 months of specialized experience, education or training preparing job or work orders; schedules various phases of projects into the production facility; coordinate and develop operational maintenance requirements for aerospace vehicles, propulsion units/associated equipment and related support training equipment; schedules and conducts daily maintenance planning meeting to refine and incorporate unscheduled maintenance requirements; and follows up to see if work is progressing as planned and arranges for adjustments in materials, machine processes, and work sequencing allowing for changes. The specialized experience must also demonstrate experience with current automation support programs to input data, provide status of equipment, and monitor job order status, monitor work priorities, requisition repair parts, track repair parts status, etc.
Must currently possess or have held AFSC 2A554F.
Education
This job does not have a qualification requirement that allows substitution of education for specialized experience.
