THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This position is a GS-1152-11 SUPERVISORY PRODUCTION CONTROLLER (AIRCRAFT) (TITLE 32), Position Description Number D254000 and is part of the MO 131st Bomb Wing. APPOINTMENT FACTORS: This is a HARD TO FILL Permanent Excepted Service position. This is a non-bargaining unit position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW. Duties

Develops, interprets, and provides program guidance to the Wing regarding maintenance policies, procedures, budget, training criteria, and manpower/personnel. Interprets command aircraft assignment configuration and reporting policy and inform appropriate Wing personnel of requirements and provide sufficient follow-up to ensure compliance. Creates functional checklists, guides, and other evaluation tools for use in determining the proficiency of maintenance operations personnel in accomplishing related maintenance tasks. Oversees Wing Refueling Document Control Officer (WRDCO) program work with NGB/A4 staff on all issues concerning flying hour funding. Implements and maintains an effective system of financial management controls for the Maintenance Group. Ensures accurate accountability for federal funds and provides full disclosure of financial actions in compliance with statutory requirements, regulations, directives, and procedures, national and local policies. Validates work products related to deployment/redeployment processes to ensures a smooth and orderly flow of deployment personnel. Evaluates leads and controls the Group and subordinate unit training program to ensure combat readiness for unit members and tracks progress via automated training records system and other tools. Advises the Group Commander on the execution of unit training and advises UTMs, supervisors or managers within units when actions may affect productivity or mission. Researches, interprets, analyzes, and applies DoD, AF, and NGB policies, instructions and guidance by establishing and implementing training plans, policies and procedures. Reviews and interprets aircraft maintenance analysis information to implement programs that positively affect the future health of the aircraft fleet. Reviews and analyzes daily aircraft statistics and assists senior leaders to develop and implement programs to ensure the unit meets mission requirements. Establishes, develops, and maintains effective working relationships within the wing, local organizations, other units, NGB and Major Commands. Establishes metrics and utilize analysis systems to ensure actions are timely and reviewed at critical points. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. Coordinates with other organization managers and customers as appropriate. Performs other duties as assigned.

Qualifications

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be AFSC 2R0XX qualified within 12 months from date of appointment. Maximum Military Grade - CMSgt (E-9) Minimum Military Grade - SMSgt (E-8) Enlisted - AFSC 2A5X1, 2A5X4, 2A6XX, 2A8X1, 2A8X1C, 2A8X1E, 2A8X2C, 2A8X2E, or 2R0XX Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Experience, education or training which indicates you can reason in quantitative terms, can express yourself orally and in writing, and understand the terminology and data pertaining to the repair operations and processes characteristic of a production activity. GS-11 SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training in computations of cost data on labor and materials, buying materials or reviewing data with respect to man-hours, machine time, materials consumed, etc. Experience with current automation support programs to input data, provide status of equipment, and monitor job order status, monitor work priorities, requisition repair parts, track repair parts status, etc. Experience in supervising subordinate personnel, establishing work priorities, overseeing work in progress. Must currently possess or have held AFSC 2RXXX, 2AXXX or 2WXXX.

Education

This job does not have a qualification requirement that allows substitution of education for specialized experience.
