The Smithsonian Institution is the world’s largest museum, education, and research complex, with 21 museums and the National Zoo.  This position is located in the Compensation, Benefits and Worklife Branch (CBW), Office of Human Resources (OHR), Under Secretary for Administration, Smithsonian Institution (SI).    More than one selection may be made from this announcement.

Duties

Supporting the OHR mission, the Compensation, Benefits, and Worklife Branch oversees SI's compensation, benefits, employee wellness, and employee assistance programs. In this role, you will be responsible for delivering a comprehensive range of technical advisory, counseling, and processing services for SI's employee benefits programs. Your duties will include:

Qualifications

For GS-11: Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-09 level in the Federal Service.  For this position, specialized experience is defined as:1) offering counsel and support to managers and employees on fundamental to moderately complex inquiries or concerns regarding benefits; 2) contributing to the formulation of Standard Operating Procedures (SOP), policies, and protocols for Benefits (including retirement) programs 3) generating timely retirement calculations for both federal and non-federal personnel; and 4) assist with completion of various  Benefits Audits (assists with implementation of improvements)  OR Education (for the GS-11 only): Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree    Or LL.M., if related For GS-12: Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-11 level in the Federal Service.  For this position, specialized experience is defined as 1) offering counsel and support to managers and employees on fundamental complex inquiries or concerns regarding benefits; 2) formulation and implementation of Standard Operating Procedures (SOP), policies, and protocols for federal or non-federal benefit and retirement programs; 3) performs retirement calculations and complex correction for both federal and non-federal personnel; 4) leading of special projects such as benefits open season;  and 5) conducting comprehensive Benefits Audits, recommends improvements, assist with implementation of improvements. For GS-13: Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-12 level in the Federal Service.  For this position, specialized experience is defined as 1) offering expert counsel and support to managers and employees on fundamental complex inquiries or concerns regarding benefits; 2) formulation and implementation of Standard Operating Procedures (SOP), policies, and protocols for benefit (including retirement) programs 3) performs retirement calculations and complex correction for both federal and non-federal personnel; 4) leading of special projects such as benefits open season;  and 5) conducts comprehensive Benefits Audits and recommends and implements improvements/innovations.  Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience.
