The incumbent serves as Supervisory Program Specialist of Community Care and is aligned under the Chief, Community Care, at John Dingell Detroit VA Medical Center and is member of the Community Care leadership team.

Duties

Supervisory Responsibilities Provides supervision at first and second levels for employees responsible for financial and administrative work in support of the facility community care office Employee is responsible for the full range of supervisory duties as outlined in Factor 3 below. Ensures workers under his/her immediate supervision perform their duties in a manner that is highly collaborative with all other workers within the facility Community Care office and across the Medical Center. Discusses, investigates, and responds to employee grievances to resolve conflicts. Budget Guidance and Administration Provision and oversight of the community care annual budget, which includes budget formulation, justification, and execution; financial management; and financial reporting. Develops the need for and maintains an awareness of available resources, and makes recommendations, in collaboration with the Director, facility community care office, to Medical Center Executives regarding needs, distribution, or redistribution of these resources. Responsible for full authority over many fund control points (FCPs) asassigned. Provides advice to management and program personnel on budgetary and finance issues. Performs as an expert in budgeting and financial management on a large departmental level. Program Administration Plays a vital role in developing and coordinating internal review systems to assure that both clinical and administrative activities follow agency and accrediting and regulatory requirements. Provides for full administration of reporting, evaluation, and community care requirements associated with the accreditation of the organization. Establishes procedures to meet unusual or unique standards assuring services provided meet nationally accepted standards, are at least equal to those available in the community and are maximally cost effective. Employs updated mechanisms proven to be effective in the provision of service. Assures all standards of regulatory and accrediting agencies are continuously met in full. Coordinates the preparation and submission of recurring monthly, quarterly, and annual reports, management briefings, summaries, and a wide variety of non-recurring reports. Employee participates in all system reviews both internal and external and makes suggestions on ways to improve overall management for the division. The employee prepares all necessary documentation for accreditation process. Ensures programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management are appropriately administered. The employee has the authority to revise and reallocate space assignments for department staff to meet department demands. The employee is also charged with the responsibility of operating within the authorized budget. Direction/Long-Range Planning Develops both long and short-range policies and plans for Community Care by coordinating the medical administration needs of the facility Community Care office for the Medical Center. Provides planning direction for the office. Takes the initiative to identify needs and potential issues/concerns and devising flexibilities in operations and constructive, cost-effective approaches to resolve problems. Participates in the formative stages in overall facility managerial planning to assure that an awareness of Community Care medical administrative issues and implementations are considered and influence management decisions. Serves on various facility strategic planning committees and management on-site meetings with other agencies and program officials. Develops, evaluates, and modifies organizational structure and systems to achieve program goals. Participates in the analysis and interpretation of workload and other data used in resource planning. Quality/Productivity Goals Establishes performance standards for quality and productivity. Directs program implementation. Directs quality and productivity programs for the Division. Conducts surveys and reviews to ensure that optimal patient care is being provided and that Medical Center resources are being appropriately andfully utilized, as requested by leadership. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/08/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would be experience that provided you with the knowledge, skills, and abilities to successfully perform the duties of the position and which is typically related to the work of the position to be filled. Specialized experience may include but is not limited to: Supervisory and administrative experience, business management experience. Experience discussing, investigating and responding to resolve conflicts; experience working with budgets to include formulation, justification, execution, financial management and financial reporting. Coordinating the preparation and submission of recurring reports. Providing planning direction; Identifying needs and issues/concerns and devising flexibilities in operations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LLM, if related to the work of the position. One year of graduate education is 18 semester hours or the number determined by the school attended to represent one year of full-time study. (Transcripts must be submitted). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year of graduate level education. Only education in excess of the first 18 semester hours (i.e., beyond the first year of graduate level education) is creditable towards meeting the specialized experience requirement. (Transcripts must be submitted). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
