About the Position: This position is located with, OAA US ARMY HEADQUARTERS SUPPORT AGENCY RESOURCE SERVICES DIRECTORATE (RSD) ACCOUNTING DIVISION (601) FORTBELVOIR, VA 22060.
Duties
Responsible for providing technical expertise on a wide range of professional accounting functions related to all aspects of OA22 finance and accounting operations.
Apply extensive technical knowledge in analyzing transactions, accounts and reports and in identifying and resolving complex issues.
Maintain a high awareness of Defense Financial and Accounting System (DFAS) and Army policies and operating procedures as well as the information systems employed to execute financial operations.
Provide technical guidance and training to journeyman and developing staff accountants within the division and externally to customers and other resource managers (e.g., budget analyst).
Conduct joint reviews and report reconciliation for multiple activities and fiscal stations.
Provide professional and technical advice on financial and accounting matters to Division Chief, Director, customers and peers.
Independently researches appropriate source materials to develop and recommend solutions to complex financial management and accounting issues.
Requirements

In order to qualify, you must meet the education and experience requirements described below. Basic Requirement for Staff Accountant:
A. Degree: Bachelor's degree (or higher degree) in accounting, or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (Note: You must attach a copy of your transcripts.) OR
B. Combination of Education and Experience: Combination of education and experience which includes at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. My background also includes one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to the above applicants must possess the specialized experience for the grade level applying for.
GS-12 - Specialized Experience: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes executing financial operations involving inter-relationships between and among systems such as Standard Finance System (Army) (STANFINS), Electronic Document Access (EDA), or General Fund Enterprise Business System (GFEBS); coordinating within a team to resolve various non-routine issues regarding finance, accounting, and/or general resource management programs, systems, and operations; analyzing and correcting financial/accounting transactions executed by customers; and ensuring the accuracy of accounting reports and data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
GS-12 - Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
GS-13 - Specialized Experience: One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes providing methods and techniques for gathering and interpreting financial data and reports; executing difficult financial operations involving inter-relationships between and among systems such as Standard Finance System (Army) (STANFINS), Electronic Document Access (EDA), or General Fund Enterprise Business System (GFEBS); planning, organizing, and conducting financial activities essential to achieve accounting program and organizational objectives; and preparing and presenting various financial data, guidelines/policies, and/or best practices. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
GS-13 - Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
