About the Position: Serves as a specialist for providing advice and assistance to the staff and managers regarding major procurement
matters, and as liaison between the organization and the Army's procurement activity.
Duties
Duties listed below will be performed in a developmental capacity if selected at the GS-09grade level. At the full performance, GS-11, the incumbent will:
Plan and coordinate procurement actions pertaining to contracts administered for both the government and contractor.
Conduct site visits and ensure finished products conform to contract specifications. Identify and develop performance characteristics essential for future contracts.
Oversees the activities involving coordination of building custodians, inspectors, and others who are recognized as subject matter and report contract irregularities and/or deficient performance.
Review contractor's expenditures and make recommendations about allowable costs.
In conjunction with the Contracting Officer Representative (COR), plan and conduct post-award conferences to ensure compliance with and full understanding of contractual and technical requirements.

- Duties require operation of motor vehicle to commute between job sites and office; therefore, incumbent must be able to obtain and maintain Alaska State Drivers License.
- This position may require incumbent to work irregular hours

GS-09 Specialized Experience: One year of specialized experience which includes monitoring or reviewing contracted services and participation in contract management for such services. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Management, Contract Law, Economics, Financial Management, Industrial Management, or Marketing.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11 Specialized Experience: One year of specialized experience which includes gathering information on contractual performance such as, but not limited to, cost, scheduling, and/or use of facilities; monitoring data such areas as orders, shipments, or deliveries; and monitoring contractor progress. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Management, Contract Law, Economics, Financial Management, Industrial Management, Marketing.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
