The National Counterproliferation and Biosecurity Center (NCBC) leads the Intelligence Community and the interagency to counter and halt the proliferation of weapons of mass destruction, their delivery systems, related technologies, and expertise. The NCBC also serves as the lead for the integration, mission management, and coordination of intelligence activities pertaining to biosecurity and foreign biological threats

Duties

Lead NCBC efforts in developing strategies, collection requirements, and programs focused on capability needs to enable counterproliferation (CP) and biosecurity mission areas, along with identifying CP and biosecurity capability needs for 2035. Plan, define, develop, monitor, and evaluate integrated strategies to address critical science and technology (S&T) gaps in CP and biosecurity postures against priority WMD issues by fostering collaboration between analysts, collectors, and operators. Lead the Program of Research and expertise pillars of NCBC' CP Education and Expertise Consortium (CPEEC), which synchronizes the community's CP-related research and development (R&D) projects and expertise. Develop an integrated framework for a whole-of-government CP-focused R&D effort to support requirements for 2035. Lead an annual CP Program of Research Symposium in partnership with the National Intelligence University that will highlight opportunities for academic institutions and government organizations to align resources with projects that benefit the CP community. Perform outreach, education, and coordination to develop, cultivate, and manage CPEEC efforts that advance the CP mission. Identify technology and capabilities to address enduring, evolving, and emerging threats and WMD-related intelligence gaps. Liaise with Intelligence Community (IC) elements and other organizations on the full spectrum of collection and analytic technology advances and capabilities. Support briefings to senior IC officials and other major stakeholders regarding progress, issues, and challenges related to the CP and biosecurity missions. Initiate, cultivate, and maintain productive working relationships with peers and senior leaders across the IC in order to coordinate strategy development activities, and evolving requirements and promote the implementation of mission and enterprise objectives.

Qualifications

Mandatory Requirements: Significant knowledge of CP-related technologies, especially related to enabling S&T, analytic tradecraft, technical collection, and IC capabilities and challenges. Extensive technical competencies associated with advanced/applied technologies and capabilities in support of the IC. Demonstrated ability to lead efforts in synchronizing and coordinating the implementation of plans and programs. Significant experience in developing and implementing strategies. Demonstrated leadership skills and ability to lead interagency working groups and build coalitions with IC elements to achieve common goals. Demonstrated ability to communicate clearly, both orally and in written reports, and to logically analyze, synthesize, and evaluate multiple sources of information for their inclusion in briefings and written documents. Demonstrated ability to exercise independent judgment on time-sensitive issues, to perform multiple tasks and assignments, and to change focus quickly as demands change. Excellent interpersonal, networking, and analytical skills required to effectively manage competing priorities while adhering to strict guidelines; and ability to work effectively independently, and in a team or collaborative environment. Demonstrated analytic and critical thinking skills, including superior ability to think strategically. Expert knowledge of IC and U.S. Government programs and activities related to countering WMD. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/19/2024. Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., in a field related to biological sciences, engineering, intelligence, physics, political science, program planning and evaluation, national security, weapons of mass destruction, counterproliferation, or biosecurity. or Combination of education and experience: At least 10 years of experience in research and development; collection management processes; strategic planning and implementation; integrated strategies to address science and technology gaps; weapons of mass destruction, counterproliferation, and biosecurity, or an equivalent combination of college-level education, and training that provided professional research and development; collection management processes; strategic planning and implementation; integrated strategies to address science and technology gaps; weapons of mass destruction, counterproliferation, and biosecurity knowledge. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
