The primary purpose of this position is to plan and manage the local and regional marketing programs for 367 recruiting group to include the development and implementation of marketing and advertising.
Duties
Duty 1: Develops, plans, and recommends advertising/marketing strategies for the 367 Recruiting Group to ensure target populations are informed of benefits, advantages, and activities of the Air Force Reserve.
Duty 2: Conducts analysis on advertising efforts and trends affecting the entire command using various analytical and statistical methods and techniques.
Duty 3: Develops and recommends advertising/marketing plans, procedures, strategies, and programs using established management principles and pertinent governing regulations.
Duty 4: Analyzes and evaluates the effectiveness of advertising/marketing campaigns, developing and proposing additional or modify existing programs based on the results supporting reserve recruitment goals.
Dury 5: Serves as the 367 RCG liaison with the USAF Recruiting Service (active military)
and other government agencies' recruiting organizations, (Navy, Army, Marines, Air Natioal Guard, Coast Guard) regard marketing/advertising programs for the respective services Joint Advertising, Market Research, and Studies.
Duty 6: Develops and administers annual budget and operational financial planning, ensuring that program objectives are met.
Duty 7: Participates in special projects and initiates and performs special assignments.

- A bachelor's or master's degree in marketing with an emphasis/background in statistics is highly desirable.
- May have additional duties assigned.
- This work is primarily sedentary, although some standing, walking and light lifting is required when performing workshops and studies.
Qualifications
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes providing advisory services, analyze and evaluate marketing and advertising procedures and methods, while providing recommendations to improve advertising strategies. Provides accurate and appropriate data for both internal and external publication. Initiate and conduct full and independent analytical investigations to evaluate recruiting advertising/marketing programs, while providing statistical/analytical support for the directorate as required.

EDUCATION: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of the specialized experience and education as described in specialized experience and education that equals 100 percent when combined to equal the required 1 year of specialized experience needed for this position.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of statistical theory and techniques and a thorough knowledge of the methods, principles and characteristics of statistical approaches.
Knowledge of advertising and marketing policies, procedure and methods to evaluate strengths or weakness and to develop new or alter existing programs to meet desired goals and promotes investment.
Knowledge of market research methods and techniques to perform research analysis and evaluate promotional strategies to identify customer needs.
Knowledge and skill in applying statistical, analytical and evaluative techniques to the identification, consideration and resolution of issues or problems concerning efficiency and effectiveness of program.
Knowledge and skill to gather, assemble and analyze facts, draw conclusions, devise solution to problems and identify trends.
Ability to recognize and define problem areas, applying marketing research techniques and analyze information for presentation to management.
Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy and diplomacy.
Ability to plan and prepare statistical reports, on a continuing basis, where sources of data are widely varied in nature and characterized by diversity in classification ,time periods degree of detail , etc
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
