The Financial Management Specialist position is located in a Consolidated Patient Account Center (CPAC) in the organization of the Chief Finance Officer (CFO) serving as a Financial Account Specialist. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions and integration of VHA and industry best practices.
Duties
This position is covered by the American Federation of Government Employees (AFGE) bargaining unit.
Duties of the position include but are not limited to:
Monitors information and analytical systems to evaluate and enhance the quality of service provided to clients.
Implements information systems to provide analytical and reporting capabilities on patient accounts for CPAC clients.
Analyzes and evaluates information needs to develop appropriate report content, timing, format, and delivery.
Develops ad hoc financial, statistical, and performance reports.
Provides input to the annual goal-setting process.
Contributes to the development of the final operating plan.
Conducts ongoing programmatic and operational evaluations.
Follows applicable regulations and instructions regarding access to computerized files and release of access codes.
Handles conflict and problems in dealing with the customer constructively and appropriately.
Conducts studies to identify opportunities to improve customer service and quality.
Communicates and treats customers in a courteous, tactful, and respectful manner.
Provides customers with consistent information according to established policies and procedures.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/09/2024.
TIME IN GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your Specialized Experience, Education and/or Combination as described below:
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Experience preparing various written products such as complex financial reports, memorandums, and program recommendations; implementing and managing all aspects of financial analysis and reporting on patient account activities; experience designing, planning, scheduling, and conducting studies, training programs, and organization strategies to identify opportunities to improve customer service and quality; implementing annual goal-setting processes, developing operating plans, and conducting ongoing programmatic and operational evaluations; and experience implementing strategic goals and objectives. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Note: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. (transcripts required) OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 1 (one) full year of graduate level education. PHYSICAL REQUIREMENTS: The work is primarily sedentary, although some slight physical effort may be required.
