The incumbent functions as the Program Specialist for the Office of Graduate Medical Education (GME) under the direction and supervision of the Associate Chief of Staff Education (ACOSE)/ Designed Education Officer (DEO). The incumbent is fully responsible to manage the oversight of administrative, supervisory, and operational duties requisite for the effective execution and functioning of the Graduate Medical Education Residency Programs at the Syracuse VAMC in Syracuse, NY.
Duties
Provides high level analytical and procedural support of educational programs.
Works independently in conformation with established practices and prescribed procedures and makes recommendation to leadership to update established procedures when indicated.
Performs a broad array of complex tasks related to educational affiliate relationships with medical schools.
The incumbent is responsible for planning, directing, and coordinating the administrative functions of the Education and Residency Program of the Syracuse VAMC.
Develops and incorporates updates to local policies and Standard Operating Procedures (SOPs).
Performs full reviews of DEO/GME Office activities, including disbursement agreement financial transactions to the affiliate, as part of the institution quality assurance and fiscal compliance procedures.
Provides information to the respective staff and committees regarding the ever-changing and evolving regulations, as well as noteworthy news items pertaining to trainee education, satisfaction, and well-being.
serves as the institutional contact to answer questions regarding trainee education programs.
Resolves unusual or complicated issues that arise with HPT and resident processing or follow-up system access issues.
He/she is responsible for composing DEO/GME/ACOSE Office correspondence and reports, memoranda, agendas, schedules, charts, data, contracts, and program materials.
Designs , develops, and implements internal administrative office standard operating procedures (SOPs).
Supervises the coordination of support and resources for DEO Office staff travel, educational needs and leave, and associated billing.
Develops and maintains related office systems, and completes other administrative requirements for staff supervision.
Prepares the DEO/GME/ACOSE Office budget.
Directs the personnel management program for the DEO/GME/ACOSE Office and performs and/or oversee the full range of human resources requirements.
Maintains personnel files of DEO/GME Office staff, ensuring that they are in accordance with agency policy.
Analyzes program content, develops, plans, and sets milestones to determine consistency with annual and long-range objectives.
Performs other duties as assigned.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) Promoting novel ideas and initiatives and increase operational efficiency and productivity. (2) Planning and carrying out projects to improve the efficiency and productivity of review processes, organizations, and employees. (3) Analyzing and managing an array of the department's performance improvement programs .(4) Interpreting administrative policies, developing and/or implement procedures, define administrative requirements, and/or provide advice to top management on related issues.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a:
Master's or equivalent graduate degree (2 full years of progressively higher level graduate education leading to such a degree), with a Major study of hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Combination Experience and Education: Only graduate education in excess of one year may be used to qualify in combination with experience.
Combinations of successfully completed graduate education beyond one year and experience may be used to meet total qualification requirements and may be computed by combining total qualifying experience as a percentage of the experience required; then determining education as a percentage of the education required. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Typically, the employee sits comfortably at a desk to do the work. However, there may be some walking; standing; bending; or carrying of light items, such as paper. No special physical demand are required to perform the work.
