The primary purpose of this GENERAL SUPPLY SPECIALIST, GS-2001-9 potential GS-11 position is to serve as the primary Exchangeable Production Support Center (EPSC) material support coordinator for long range, mid-range, and short term material support planning for Depot Repair Enhancement Process (DREP), items, and workloads.
Duties
Serve as the Point of Contact for potential critical material problems on established workloads.
Review initial supportability issues for new workloads and in conjunction with applicable customers.
Review all aspects of materiel supportability to include available resources needed to execute the workload within specified time frames.
Provide support on high priority work stoppage items that the Retail Item Manager (RIM) and/or Supply Technicians have been unable to resolve.
Prepare reports and provide briefings on study findings to all levels of involved management, contractors, program managers, and external audit agencies.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
TARGETED POSITIONS: This position is a developmental (e.g.: GS-09 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks)of specialized experience at the next lower grade (GS-07), or equivalent in other pay systems. Examples of specialized experience includes: knowledge of the principles, concepts, and theories of management analysis, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments; knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives.
OR EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of one full year of graduate level education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-11 SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks)of specialized experience at the next lower grade (GS-09), or equivalent in other pay systems. Examples of specialized experience includes: planning and carrying out the work, resolving most conflicts that arise, interpreting policy, and integrating and coordinating the work of others; keeping supervisor informed concerning program progress, potentially controversial matters and issues with far-reaching implications; attend joint supportability meetings and periodic planning reviews to determine material/support equipment requirements to include verifying availability, establishing lead times for ordering and staging material, tracking and adjusting inventory levels, and assuring the availability of overall parts and material support.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive knowledge of a broad range of supply program relationships, inventory management principles, procedures, techniques, and practices.
Knowledge of automated supply records and control systems, material substitution criteria; and storage, issue, and disposal processes.
Comprehensive knowledge of budgeting, procurement, and funding programs/processes.
Ability to plan, schedule, and take corrective action to meet emergency and regular workload requirements.
Ability to develop, prepare, coordinate, staff, and implement supply management policies, procedures, programs, and directives.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). PHYSICAL DEMANDS: The work is primarily sedentary in nature, although the employee may be required to do some walking, climbing stairs, standing, and lifting of light items in the course of a normal workday in connection with attendance at meeting or conferences. No special physical effort is required to do the work.
WORK ENVIRONMENT: The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices and meeting/training rooms. May occasionally be required to visit a warehouse or industrial area where appropriate safety precautions must be taken.
