The incumbent serves as a Program Specialist with the Chief of Staff office at Central Alabama Veterans Health Care Service (CAVHCS) responsible for the coordination of developing and directing the Facility Physician/Provider Recruitment Program. The incumbent is supervised by the Chief of Staff.
Duties
Major duties include, but are not limited to:
The incumbent serves as the primary source for individuals inquiring about Physician/Provider recruitment; proposing advice and guidance on the procedures of applying for a position, explaining recruitment/relocation incentives, Education Debt Reduction program, credentialing and privileging as well as the stage of the recruitment process to include EQIP completion and pay and benefits information.
Serves as the CAVHCS Subject Matter Expert in recruitment packages and placement of Title 38 Physician.
Incumbent is expected to be innovative in developing outreach techniques to locate qualified and diversified candidates too hard to fill positions.
Incumbent is considered an authority on physician/ provider recruitment practices as they are applied in a healthcare setting.
Incumbent will ensure that the specific requirements of Physician/ Provider positions are being recruited for in a myriad of places i.e., websites, journals, personal recruitment campaigns through universities.
Incumbent will liaison with Universities and Colleges to ensure continued receipt of communication from qualified applicants.
Incumbent will utilize multiple advertising and face to face venues to accomplish the mission to including but not limited to Career Fairs at Universities and Medical Schools, Virtual Job Fairs, Commercial Job Fairs, canvasing contact listing from professional associations, and other electronic communication methods which may include alumni networks or employee referrals.
Incumbent will work with CAVHCS Medical Services to identify and recommend appropriate recruitment incentives for key positions.
Incumbent will assist managers in completing VA I0016, Recruitment Incentives both Parts A and B. Incumbent will develop and implement Branding techniques and materials for CAVHCS that will conform and naturally associate with the VA Branding tools.
Incumbent with research and utilize appropriate recruiting tools from VA and VHA.
Incumbent will collaborate with Public Affairs to develop a marketing campaign designed to attract individuals that may not initially be interested in relocating.
Maintains a database to track positions and candidates leads for short- and long-term use.
Work Schedule: Monday-Friday 8:00am to 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Specialist - VCAP Manager. Qualifying specialized experience includes leading a group of people with the ability to assign and evaluate tasks to staff in the service; possess computer knowledge base experience with the ability to research, gather, compile, and analyze data from various data sources; developed new or modified work methods, organizational structures, and staffing patterns to maintain safe and successful program operations; provide oversight and recommendations regarding program budget; and conduct studies to evaluate ways to improve the effectiveness and efficiency of work operations.

Physical Requirements: The work is primarily sedentary in nature, however, does require movement throughout the childcare areas, meetings, and travel to meetings. The environment involves everyday risks or discomforts which require normal safety precautions typical of offices and meeting rooms. It also involves normal risks associated with a medical center including exposure to contagious diseases and disturbed clients.
