Duties
This Supervisory Transportation Security Specialist position is located in Policy, Plans and Engagement (PPE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Develops new and revised policy documents, general guidance, security programs, amendments, regulations, directives, and emergency amendments. Draws on intelligence summaries and other reports to determine what risks are raised and/or mitigated by proposed policies, examines risks facing the various modes of aviation/surface transportation, and designs policies that are operationally sustainable and appropriate for the risk.
Develops clear and concise policy while meeting appropriate regulatory requirements, assesses risk mitigation and trade-offs and evaluates the impact of policy options for domestic and international transportation systems.
Receives, reviews and analyzes industry and cross-industry best practice standards and intelligence summaries to identify gaps and issues, implements strategies to resolve issues, and recommends actions and policies to be developed based on risk-reduction. Sets standards for measurable outcome-based vs. process-based security policies, establishes industry standard risk reduction metrics.
Collaborates with other Transportation Security Administration (TSA) components when developing policy, including Security Operations (SO), Chief Counsel (CC), International Operations (IO), and other key industry stakeholders, and has the authority to make commitments for the organization within guidelines. Coordinates efforts of Industry Engagement Managers (IEMs) and interagency liaison personnel to communicate with and solicit input from major representatives, airlines, airports, and other stakeholders.
Exercises a full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff. Coordinates and evaluates subordinates' work to assure balanced workload and timely responses to assigned actions. Gives advice, counsel, or instruction to employees on both work and administrative matters and assigns work to subordinates based on priorities. Takes disciplinary action when necessary. Establishes performance standards, evaluates performance, recommends training and development, and recognizes high quality performance. Schedules and approves leave.
Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
Supervisory/Managerial duties includes serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; and when required, coordinating with customers outside the immediate organization.
Qualifications
To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
-Providing technical advice or guidance on transportation security laws, policies and regulations; and
- Revising policy documents, including guidance, amendments to security directives, security programs and regulations; and
- Identifying issues, discrepancies or inconsistencies with transportation security policies or procedures.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
