This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STEM Positions and Cyber Security positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as toxic chemical agent subject matter expert and technical inspector for chemical, biological, and radiological operations, safety, security, emergency response, management, and doctrine within the Dept of Army Inspector General's (DAIG) Technical Inspection Division.
Duties
Exercise a wide depth of knowledge of techniques and procedures in the field of chemistry and analytical methods and principles.
Lead efforts to minimize risk during chemical, biological, and radiological operations to prevent incidents or accidents at DOD laboratories and facilities.
Assess and report on the adequacy of acquisition, integrated logistics support, and other external support programs for toxic chemical materials and programs associated with Department of Defense missions.
Review organizational chemical, biological, and radiological accident/incident emergency response plans and programs and other associated emergency response operations.
Evaluate an organization's ability to properly respond to technical hazards during emergency response exercises and drills.
Maintain awareness and understanding of emerging hazardous compounds, infectious diseases, and associated doctrine, technology, and training.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Travel may be required up to 50% of tour of duty.
- Must take and pass the inspector General Course
- The employee may be required to handle moderate to heavy lifting up to 25 lbs.
- Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).
- Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85and Department of Defense Directive 2010.9.
- Top-Secret security clearance required.

In order to qualify, you must meet the education and/or experience requirements described below. Basic Requirement for Chemist:
A. Degree: Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. OR
B. Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes serving as an inspector or supervisor of toxic chemical agent operations, safety, research and development, security, or emergency response; Conducting inspections, investigations, or inquiries related to chemical, biological or radiological programs; and/or Inspecting oversight of processes involved in the accountability, maintenance, decontamination, transportation or disposal of hazardous, infectious, or radioactive materials. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
