You will serve as a Digital Network and Target Development Network Analyst at the GG-13 grade level supporting computer network operations (CNO) for Cryptologic Warfare Group - Six (CWG-6), located in Fort Meade, MD. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.

Duties

You will analyze intelligence data to identify new lead information needed to develop a comprehensive knowledge of assigned targets. You will conduct analysis of computer network activity to build maps depicting interconnected network devices, telecommunication infrastructures, Internet protocols used, operating systems, security hardware/applications. You will examine computer traffic to identify patterns of life and contact chaining of persons of interest. You will portray communications and observed activity via visual or graphic methods for easy understanding and presentation to teammates, partnering organizations, and organizational leadership. You will perform open source research to augment intelligence assessments and network evaluations. You will coordinate with analytic counterparts within the assigned team, CNMF, USCYBERCOM, NSA, and across the Intelligence Community on assigned targets and analytic findings. You will identify intelligence gaps and initiate requests to guide tasking and collection requirements. You will compile analytic findings into draft SIGINT reports to formally document and publish findings across the IC. You will assist with the development of intelligence assessments and briefs to present results of analysis efforts to team leadership and command staff elements. You will make recommendations to team leadership on analytic priorities, methodologies, and processes to improve completion of assigned mission goals. You will support operational planning elements within the team and assigned Task Force with the development of military plans for cyberspace operations.

Requirements

  • Must be determined suitable for federal employment.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require a 2-year DCIPS Trial Period.
  • This position may require a Polygraph Examination.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 132 (Target Network Analyst).

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: Conducting Cyberspace Operations and Signals Intelligence (SIGINT) analysis. Utilizing Signals Intelligence (SIGINT) systems and other available analytic toolsets to collect and inspect computer network traffic of interest. Compiling analytic findings into draft Signals Intelligence (SIGINT) reports.
