The Health System Specialist serves as the Executive Assistant to the Medical Center Director for the Eastern Oklahoma VA Health Care System (EOV AHCS) under the direction of the Medical Center Director. The incumbent has responsibility for assisting in the administrative and clinical management of EOV AHCS. This position includes monitoring administrative performance measures, special studies, surveys, projects, planning, evaluation, statistical analyses, and general staff support.
Duties
Major duties of this position include, but are not limited to:
The candidate will manage a variety of meetings, groups, action teams; often identifying the need for such conference/meetings based on knowledge of the organization's programs and operations as well as programs in related offices.
The candidate will plan, control, and directs administrative programs. S/he will develop, formulate, justify, and provide all essential data for the annual budget forecast submissions.
The candidate will have knowledge budget expenditures, knowledge of service requirements, program plans and projected workload forecasts.
The candidate will have knowledge and skills on how to analyzes data using a variety of different sources and tools, including but not limited to: VHA Support Service Center (VSSC), Pyramid Analytics/ProClarity, Power BI, Veterans Health Information & Technology Architecture (Vista), productivity and efficiency tools, space planning tools, and the suite of Microsoft Office products.
The candidate will utilize skills to facilitates two-way communication with service chiefs, supervisors, and administrative officers within the administrative and clinical service lines through regularly scheduled meetings intended to ensure consistent and competent business practices and reporting.
The candidate will be able to have knowledge and skills to implements new initiatives and projects to strengthen, facilitate, and integrate programs. Undertakes or participates in special projects, ongoing analyses, investigations, and initiatives that have high priority for high level management.
The candidate will have knowledge and skills to complete complex analyses and written reports; organizing special committees, workshops, or other gatherings; initiating program reviews.
The candidate oversees the preparation of submittal s related to strategic planning balanced score cards, business plans and management briefings.
The candidate will understand the mission objectives with authority vested in the position by the Director and maximizes performance of the staff by aligning goals and ensuring policies are carried out as determined by top management.
The candidate will conduct business case analysis for a variety of programs and services within the Health Care System to determine to identify improvements opportunities, recommended system, and procedural changes, evaluate outcomes and make recommendations to top management.
Work Schedule: Monday through Friday, 8:00 am to 4:30 pm

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

To be eligible for the Health Systems Management - Executive Assistant position, all applicants must meet one of the following Individual Occupational Requirements:
Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR,
Specialized Experience
(for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR,
Special Provision for Inservice Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
Must also meet the Specialized Experience below:
GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
Comprehensive knowledge of the concepts and practices of health care delivery systems;
Understanding of the concepts of medical care organization, organizational behavior, finance, human resources, and statistical applications;
Knowledge of quantitative and qualitative analysis for measuring efficiency and productivity of administrative and clinical services;
Knowledge of VA, Joint Commission and Medical Center regulations, standards, policies, and procedures;
Comprehensive knowledge of techniques for analyzing and measuring efficiency and productivity of administrative and clinical programs, including cost benefits analyses;
Analyze the effect of new administrative and clinical programs and organizational changes to the Medical Center and quality of patient care;
Oral and written communication skills.
Excellent computer skills, including the Microsoft Office Suite (Outlook, Word, PowerPoint, and Excel)
