This is a developmental position, reporting directly to the Medical Center Director to Support the Eastern Oklahoma VA Health Care System, composes a career ladder structure to the full performance lavel of Health System Specialist, GS-0671-13. The incumbent serves as the Health System Specialist Executive Assistant to the Medical Center Director and provides executive level support.
Duties
Key member of executive leadership providing liaison with all Care/Service lines; manages a variety of meetings, groups, action teams etc.
Identifies need for such conference/meetings based on knowledge of the organization's programs and operations as well as programs in related offices
Directs work required to plan and organize and determines how to use results of proceedings
Supports a variety of facility-wide initiatives and programs to include Compliance, EEO, Public Affairs, and Quality Management
Develops background and management options available to deal with complex issues and problems
Determines goals, objectives, and programs that need additional emphasis or develops new ones and develops plans for their study and implementation
Develops long- and- short-range plans and briefs medical center senior management, as required, regarding accomplishments
Interfaces extensively with senior administrative and clinical service chiefs, senior executive leadership, and other leaders and throughout the health care system and VISN
Attends majority of scheduled and unscheduled meetings
Develops management improvement programs or revised policy and procedural requirements for more effective application of various administrative management reports, automation, communications analyses, etc
Formulates recommendations to include specific plans to correct deficiencies or to increase positive accomplishments of administrative practices
Plans, controls, and directs administrative programs
Develops, formulates, justifies, and provides all essential data for the annual budget forecast submissions
Oversees preparation of submittals related to strategic planning balanced score cards, business plans and management briefings
Reviews proposed organizational changes requiring establishment, consolidation, transfer, realignment, or regrouping functions for one or more services, or sub organizationsl units
Analyzes and evaluates organizations staffing, and functions structures of organizational components in terms of meeting medical center objectives
Researches and/or analyzes problems, issues, or program requirements
Analyzes data using a varity of different sources and tools
Conducts studies and continuing analysis of internal and external programs or projects
Prepares reports recommending program effectiveness and process efficiencies to meet VA and The Joint Commission (TJC) accreditation standards
Responsible for daily managing, coordinating, and ensuring appropriate attention is given to addressing, developing and completing a wide variety of action items for various sources internal and external to VA
Develops and improves reporting requirements through analyses of data reported, analyses of the requirements and methods for preparation of report, and assurance that reporting requirements are met and whether reports provide clear and concise information
Develops, plans, implements, and evaluates policies, procedures, and systems to monitor utilization of health care services that are beneficial and cost effective to the patient, the EOVAHCS and the government
Work Schedule: Monday - Friday; 7:30 am - 4:00 pm

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

To be eligible for the Health Systems Management - Executive Assistant position, all applicants must meet one of the following Individual Occupational Requirements:
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration; OR
Specialized Experience: (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement; OR,
Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
To meet the minimum qualify for this Health Systems Specialist - Executive Assistant, GS-0671-12T13, applicants must have at least one year of specialized experience equivalent to GS-11 for the GS-12 grade level or GS-12 for the GS-13 grade.
GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: provides advice to staff concerning healthcare issues; analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations; monitors and manages incoming actions and requests from initial receipt to completion and closeout; tracks both routine and uncommon deadlines initiated by OIG/GAO and internal reviewing officials to ensure timely submission of responses and actions; assists with coordinating events hosted by officials, including town hall meetings with internal staff.
GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: provides senior expert level advice to senior personnel, and/or agency officials concerning complex, novel, and unusual healthcare issues; analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations; monitors and manages incoming actions and requests from initial receipt to completion and closeout; tracks both routine and uncommon deadlines initiated by OIG/GAO and internal reviewing officials to ensure timely submission of responses and actions; coordinates events hosted by officials, including town hall meetings with internal staff.
There is no educational substitution for the GS-12 or GS-13 level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
