This position is located within the Engineering Service located at Iowa City VA Health Care System. The position performs a variety of work requiring application of extensive technical knowledge involving various established engineering methods, procedures, techniques, and practices.
Duties

Major duties and responsibilities include:
Developing and drawing preliminary sketches, plot utility plans, maps, architectural plans, electrical schematics, electrical circuit plans, plumbing schematics, plumbing plans (piping layout), heating ventilation and air conditioning system layouts, etc. with an optimal level of drafting techniques and use of the CAD system.
Coordinating all assigned projects, including at times leases, from conception through completion.
Preparing and overseeing the production of plans, specifications, estimates, and schedules for complex projects.
Administering construction contracts for compliance with project documents and other applicable standards.
At project completion, ensures all closeout documentation is received and filed.
Preparing space requirement packages for new leases.
Conducting market research and analysis for potential properties.
Performing other duties as assigned.
Work Schedule: Monday-Friday, 8:00am to 4:30pm

Qualifications
IN ORDER TO QUALIFY FOR THIS POSITION AT TEH GS-11 LEVEL YOU MUST MEET THE FOLLOWING:
SPECIALIZED EXPERIENCE: You must possess at least one (1) year of specialized experience, equivalent to at least the next lower grade level (GS-10) in the Federal Service, that equipped you with the particular knowledge, skills and abilities required to successfully perform the duties of an Engineering Technician and that is typically in or related to the work of the position to be filled. Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.
Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
- Planner and estimator who analyzed designs for production purposes.
- Instrument maker or model maker who performed design or development work on devices fabricated.
Additional general engineering experience includes planning, designing, laying out, and construction of new, conversion, remodeling, or modernization of existing buildings and facilities. (THIS EXPERIENCE MUST BE SUPPORTED BY YOUR RESUME TO BE CREDITABLE.)

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: You must have successfully completed three (3) years of graduate education or an internship that is directly related to the work of the Engineering Technician position in the field of engineering. (COPY OF TRANSCRIPTS ARE REQUIRED AT TIME OF APPLICATION)

COMBINATION OF EDUCATION AND EXPERIENCE: You must possess equivalent combinations of successfully completed graduate level education and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses directly related to the work of the Engineering Technician position in the field of engineering. (THIS EXPERIENCE MUST BE SUPPORTED BY YOUR RESUME TO BE CREDITABLE AND COPY OF TRANSCRIPTS ARE REQUIRED AT TIME OF APPLICATION)

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Most of the work is performed indoors in a well-lit, temperature and sound controlled office setting. However, incumbent may be exposed to the hazards of weather, dirt, dust etc. associated with construction settings while making "on-site" inspections of assigned projects. Incumbent must be physically able to climb, crawl, walk, stoop, sit and stand to perform assigned duties. Incumbent is also expected to comply with all safety codes and other practices described in the Engineering and Medical Center Safety Manuals.
