Serves as the Chief in the Environmental Assurance Branch responsible for KSC's compliance with environmental regulations and how they apply to aerospace facilities and operations. Responsible for remediation of impacts from ground systems and launch and landing operations on the environment. Develops environmental programs, policy, planning, implementation, and monitoring. Manages resources to direct operations for assessing the impacts of aerospace operations on the environment.

Duties

Serves as Chief of the Environmental Assurance Branch and assures effective and efficient management of assigned contracts and personnel. Serves as the technical authority on federal, state, and local environmental permitting and compliance requirements as they apply to Federal Facilities, specifically to aerospace operations and engineering activities. Serves as point of contact with Federal, state, and local regulatory agencies to ensure that the Center meets all environmental regulatory and permitting requirements. Manages resources involved in the planning, developing, coordinating, and directing operations for assessing the impacts of aerospace operations and engineering activities on the environment. Assures that Environmental Compliance and Restoration funds are appropriated to highest risk sites and are effectively used to reduce environmental liability in the most cost-effective manner. Serves as the functional manager of the KSC Environmental contract by monitoring, reviewing, and verifying the Contractor's performance and delivery of the final products and services. Supervises the branch: recommends staffing levels, defines jobs, selects employees, assigns technical work and engineering activities, monitors performance, evaluates employees, and performs personnel actions. Perform a full range of supervisory duties which includes assigning and evaluating work, recommending personnel actions, taking disciplinary actions, and identifying training needs and developing employees. Requirements

• Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

• If the individual selected is currently at the GS-15 grade level, they will be detailed at their current grade and step. If the individual is a current GS-14, they will be temporarily promoted to the GS-15 level.
• A one year supervisory probationary period may be required.

Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Interpreting and implementing local, state, and federal environmental regulations as they apply to aerospace facilitiesand operations; Assessing impact from ground systems and launch and landing operations on the environment and recommendingengineering solutions; and Providing, preparing, and presenting through oral or written mediums directives and solutions based on interpretationof guidance, engineering analysis, and evaluations. Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
